MINUTES <br />CITY COUNCIL <br />JULY 8, 1992 <br />STREET <br />IMPROVEMENT <br />HEARING <br />RYAN <br />INDUSTRIAL <br />PARK <br />RESOLUTION NO. 92-7-223 - CALLING FOR BIDS FOR THE <br />IMPROVEMENT OF A PLAY STRUCTURE IN NADEAU WILDLIFE PARK <br />AS RECOMMENDED BY THE PARK COMMISSION <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Collova, Scalze, Hanson, LaValle, Blesener. <br />Nays (0). Resolution declared adopted. <br />The Mayor opened the continuation of Public Hearing <br />to consider the improvement of streets within Ryan <br />Industrial Park. <br />Dave Germer, owner of 3172 Ryan Lane, reported that 12 <br />of the 20 property owners within the industrial park <br />have formed a property owners' association. That <br />association had requested information from the City <br />regarding Ryan Industrial Park from the beqinning of <br />the development of the project to the present time. <br />The association also hired an attorney to review this <br />information, and a response from the attorney has <br />recently been received. <br />Germer also reported that a survey of the property <br />owners in the park has been done, and association <br />representatives have met with some members of the <br />Council and City staff to discuss the matter. The <br />results of the survey are that the majority of property <br />owners who responded want some improvements done, not <br />only to the street, but also to the general clean-up of <br />the area. The problem that exists now is identifying <br />the requirements of the City for that clean-up, <br />covering such items as parking, landscaping, etc. <br />Germer stated that it appears that the disagreement <br />which existed between the City and the developer of <br />Ryan Industrial Park on the issue of the road was never <br />resolved. Part of the issue is that streets were never <br />completed. Another issue is whether or not the streets <br />are public or private. Another issue is if an <br />improvement is done there must be some cost/benefit <br />ratio established. <br />Germer reported that the association only received the <br />information from their attorney today, and have not had <br />a chance to review it. Germer stated that the <br />association wants to resolve the matter, and wants some <br />sort of timetable for resolution. Germer suggested <br />there may be the need for a negotiating session. <br />Hanson reported on City plans for increasing code <br />enforcement throughout the City, whether residential <br />property, business or industrial.
