MINUTES <br />CITY COUNCIL <br />JULY 22, 1992 <br />Scalze felt that the easement must be acquired at the <br />same time the development is platted. Scalze noted <br />that the City had thought it obtained this easement as <br />well as the adjacent trapezoid piece of property at the <br />time the industrial property to the north was platted, <br />however, the easement was never recorded. <br />The City Administrator indicated that it was his <br />understanding that the easement area and trapezoid <br />piece were a part of the parcel beinq discussed this <br />evening. However, this issue can be researched with <br />the bank from which Heritage is purchasing the <br />property. <br />Johnson asked for Von Reidel's assurance that Larry Lee <br />is not involved in the project. <br />Von Reidel stated that Larry Lee has absolutely nothing <br />to do with the project. Von Reidel reported that at <br />the neighborhood meeting it was suggested that the new <br />street be renamed to Maple Lane since it lines up with <br />Maple Lane in Roseville, and that the plat be renamed. <br />Jackson Heights Addition was a suggestion for new plat <br />name. <br />Fasciana reported that in looping sanitary sewer, the <br />developer will have to tear up Jackson Street. <br />Fasciana suggested that since the street is being torn <br />up, it would be a good time to restore it properly. <br />Blesener reported that the street would have to be <br />restored to equal or better condition. <br />Scalze questioned the status of the trapezoid piece to <br />the north. <br />The City Administrator felt it was probably a part of <br />the parcel being discussed, and indicated that he would <br />contact the bank to make this determination. The <br />Administrator indicated that the bank may be of the <br />assumption that this piece was previously dedicated to <br />the City as part of the industrial development. <br />Scalze noted the importance of this piece in providing <br />access to the Water Works property. Scalze also noted <br />that the trapezoid piece provides the opportunity for a <br />small neighborhood park. Scalze noted that the Rue <br />property employees have made some recreational <br />improvements to the property even though the ownership <br />question has not been resolved. Scalze reported that <br />the Park Commission would like the City Attorney to <br />address the issue of private parties making park <br />improvements on potentially City property.
