MINUTES <br />CITY COUNCIL <br />JULY 22, 1992 <br />asked if the City obtains the property, can the Rue <br />employees make park improvements on this property that <br />would be used by both them and others. <br />Roberts pointed out the steep grade of that site, <br />feeling that it could not be used for more than a <br />walking trail. <br />Mr. Rue reported that his employees have put a bocce <br />ball court and horseshoe pit on the site, and would <br />like to add picnic tables. <br />Roberts stated that he thouqht this property had <br />already been dedicated to the City. <br />The City Administrator pointed out that the City <br />addressed the issue a year ago in a development <br />agreement with another developer, and it will make sure <br />that this issue is addressed in a development agreement <br />with Heritage. <br />Scalze outlined the Park Commission's recommendation <br />for the Yorkton Ridge West plat. That recommendation <br />included the clearing up of the dedication of the 30 <br />foot access strip to the Water Works property as well <br />as trapezoid piece to the City to satisfy the park <br />charqe for the industrial park to the north, in <br />addition to $400 per lot to satisfy the park charge for <br />the Yorkton Ridge West residential development. <br />Von Reidel reported that any power that Heritaqe <br />Development has to satisfy the City's previous <br />requirement for access to the Water Works property and <br />dedication of the trapezoid piece will be used. Von <br />Reidel suggested that the bank might control this <br />property, therefore, the development agreement should <br />indicate that Heritage will do whatever it can within <br />the best of its ability. <br />Mary Ann O'Kane, resident of the area, reported that <br />there was discussion at the neighborhood meeting of <br />using the access through the industrial park for <br />construction traffic. <br />Von Reidel felt that the area could be compacted and <br />class V material put down to provide this access. <br />Blesener pointed out that the South Owasso and Yorkton <br />Blvd. streets were constructed to take this heavy <br />traffic better than Jackson Street could. Blesener <br />felt the suggestion a good one and should be enacted as <br />much as possible. <br />Page 11 <br />
