MINUTES <br />CITY COUNCIL <br />JULY 22, 1992 <br />Scalze noted that every new project in the City <br />includes curb and gutter since it protects the <br />blacktop. <br />Blesener noted that the roads in the area will be <br />upgraded based on need, and not because of the <br />development proposal being considered. <br />Donna Johnson, LaBore Road resident, reported that the <br />plan before the Council is different than the one <br />presented to the Planning Commission. Johnson also <br />noted that the plan Von Reidel presented the <br />neighborhood last evening included tree plantings on <br />the berm. Johnson asked if the berm would be <br />landscaped. <br />Von Reidel reported that the plan he has this evening <br />is the one presented the neighborhood, and that plan <br />does not show trees. Von Reidel reported that he <br />thought the berm could be landscaped. <br />Johnson asked plans for the section of Jackson Street <br />between the new development and LaBore Road. <br />Von Reidel reported that Jackson Street lying south of <br />the Heritage project would be separate from the project <br />and handled under a separate City project. <br />Johnson suggested it would be economical to address <br />that section of road at the same time as the Heritage <br />project. <br />Scalze noted that a City improvement requires public <br />hearings, and that costs of road improvements are <br />typically assessed 80% to the benefitting property <br />owners. <br />The City Administrator suggested that the City could <br />look at the feasibility of addressing this road section <br />now, and whether the public hearing process would fall <br />under the timeframe the developer has. <br />Johnson felt it possible to do something with the park <br />easement connection at the time the development <br />proceeds. <br />Von Reidel replied that if the easements are dedicated, <br />Heritage would be willing to qrade that easement to <br />connect with the proposed Water Works trail. <br />Page 9 <br />
