MINUTES CITY COUNCIL JULY 22, 1992 Scalze noted that every new project in the City includes curb and gutter since it protects the blacktop. Blesener noted that the roads in the area will be upgraded based on need, and not because of the development proposal being considered. Donna Johnson, LaBore Road resident, reported that the plan before the Council is different than the one presented to the Planning Commission. Johnson also noted that the plan Von Reidel presented the neighborhood last evening included tree plantings on the berm. Johnson asked if the berm would be landscaped. Von Reidel reported that the plan he has this evening is the one presented the neighborhood, and that plan does not show trees. Von Reidel reported that he thought the berm could be landscaped. Johnson asked plans for the section of Jackson Street between the new development and LaBore Road. Von Reidel reported that Jackson Street lying south of the Heritage project would be separate from the project and handled under a separate City project. Johnson suggested it would be economical to address that section of road at the same time as the Heritage project. Scalze noted that a City improvement requires public hearings, and that costs of road improvements are typically assessed 80% to the benefitting property owners. The City Administrator suggested that the City could look at the feasibility of addressing this road section now, and whether the public hearing process would fall under the timeframe the developer has. Johnson felt it possible to do something with the park easement connection at the time the development proceeds. Von Reidel replied that if the easements are dedicated, Heritage would be willing to qrade that easement to connect with the proposed Water Works trail. Page 9
