MINUTES <br />CITY COUNCIL <br />JULY 22, 1992 <br />Scalze stated that it doesn't appear that alot can be <br />done about the light and noise coming from the <br />industrial park. Scalze noted that previous efforts by <br />St. Jude have reduced the problem by about one-third, <br />and that the Building Inspector is working toward <br />further solutions. <br />Blesener felt the residential development will help the <br />lights. Now that the area will not be so open, there <br />will be the added security of the new residential <br />development. Blesener also felt that the new buildings <br />will cut down on the noise problem to some extent. <br />Scalze noted that the problem will exist for the new <br />residents, and the issue may be brought back to the <br />Council by these residents. <br />Leo asked if the City could require that the noise and <br />lighting problem be addressed as part of this <br />development proposal. Leo indicated that the residents <br />would like the new home buyers to like the area and <br />make it a good neighborhood. <br />Hanson pointed out that St. Jude has indicated that <br />they will cooperate in looking for additional lighting <br />and noise abatement methods, however, there are no <br />guarantees. <br />Scalze pointed out that the proposal before the Council <br />this evening is not St. Jude's proposal. Therefore, <br />the City can place no requirements on St. Jude as a <br />part of this consideration. <br />Johnson asked if the St. Jude manufacturing operation <br />will be moved to the new facility that 5t. Jude is <br />building. <br />The Council was not sure, but pointed out that Yorkton <br />Industrial Park is zoned industrial, and warehousing <br />and manufacturing are permitted uses. <br />Blesener felt the City could hope that St. Jude would <br />in good faith look at the problem and see what can be <br />done. Blesener reported that St. Jude has been a good <br />neighbor, and has been willing to work with the City in <br />the past. <br />There was no one else from the general public wishing <br />to comment on this matter. <br />Upon motion by LaValle, seconded by Blesener, the <br />public hearing was closed. <br />Page 12 <br />
