MINUTES <br />CITY COUNCIL <br />JULY 22, 1992 <br />The City Planner reported that the previous plat <br />contained one undersized lot. This error has been <br />corrected, but the problem may have shifted over. <br />Therefore, the Planner recommended that any approval be <br />contingent upon all lots meeting ordinance <br />requirements. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-7-241 - APPROVING THE PRELIMINARY AND <br />FINAL PLAT FOR THE YORKTON RIDGE WEST/JACKSON HEIGHTS <br />PLAT AS WELL AS A VARIANCE FOR CUL-DE-SAC LENGTH <br />CONTINGENT UPON COMPLIANCE WITH THE RECOMMENDATIONS OF <br />THE CITY PLANNER AS CONTAINED IN AIS REPORT DATED JULY <br />2, 1992, CONTINGENT UPON THE DEVELOPER REVISING THE <br />GRADING PLAN TO PROVIDE SANITARY SEWER SERVICE FOR THE <br />THREE HOMES ON JACKSON STREET IF DETERMINED FEASIBLE, <br />CONTINGENT UPON THE GRADING OF THE PARK ACCESS PROPERTY <br />TO BLEND INTO THE AREA AND PROVIDE ACCESS TO THE WATER <br />WORKS PROPERTY AS MUCH AS POSSIBLE, CONTINGENT UPON THE <br />PLAT BEING DEVELOPED AS PRESENTED THIS EVENING WHICH <br />INCLUDED A BERM ALONG THE NORTHERN EDGE OF THE <br />PROPERTY, CONTINGENT UPON CONSTRUCTION EQUIPMENT <br />ACCESSING THE SITE VIA THE INDUSTRIAL PARK TO THE NORTH <br />WHERE AT ALL POSSIBLE, CONTINGENT UPON THE LANDSCAPING <br />OF THE BERM AS A GREEN AREA AT A MINIMUM TO PREVENT <br />EROSION PROBLEMS, CONTINGENT UPON DRAINAGE ON BOTH <br />SIDES OF THE BERM BEING ADDRESSED, SUBJECT TO THE <br />DEVELOPER PROVIDING AN ESCROW DEPOSIT TO COVER THE COST <br />OF FUTURE ROAD CONNECTION TO THE INDUSTRIAL PARK, <br />CONTINGENT UPON THE DEVELOPER ENTERING INTO A <br />DEVELOPMENT AGREEMENT WITH THE CITY, SUBJECT TO <br />COMPLIANCE WITH THE RECOMMENDATIONS OF THE CITY <br />PLANNER, CITY ENGINEER, CITY ATTORNEY AND CITY <br />ADMINISTRATOR AS DETERMINED NECESSARY, AND SUBJECT TO <br />THE DEVELOPER ASSISTING THE CITY IN GAINING CONTROL <br />OVER THE 30-FOOT WALKWAY ACCESS TO TAE WATER WORKS <br />PROPERTY AS WELL AS THE TRAPEZOID PIECE OF PROPERTY TO <br />THE NORTH TO BE USED FOR PARK PURPOSES <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (4) Blesener, LaValle, Scalze, Hanson. <br />Nays (0). Resolution declared adopted. <br />Von Reidel asked the time frame for a decision on <br />whether to proceed with a road connection to the <br />industrial park. <br />The City Administrator reported that the intent with <br />the last developer was that the escrow deposit should <br />be made to cover the cost of the road connection.
