MINUTES <br />CITY COUNCIL <br />JULY 22, 1992 <br />money would accrue interest to the City, which it is <br />anticipated would cover the cost of inflation in the <br />cost of the improvement. <br />Scalze asked how long the City would retain the money <br />before deciding whether or not to proceed with the <br />project. <br />The City Planner suggested that timing of a decision on <br />the road connection could be tied in with any future <br />improvement of Jackson Street. <br />The City Administrator suggested a minimum time period <br />of some point after full development of the lots. <br />Blesener suggested that the City Administrator look at <br />this issue and come back with a recommendation for the <br />Council to consider as part of the development <br />agreement. <br />Blesener suggested that if Jackson Street is being dug <br />up for sanitary sewer, and it is found that there is no <br />base under it, that issue should be addressed. <br />The City Administrator reported that staff will <br />evaluate those issues. The Administrator asked if the <br />Council's intention was for construction traffic for <br />the homes to access the area via the industrial park. <br />Blesener stated that his intention was for construction <br />traffic for the street project to access the area via <br />the industrial park. Blesener did not feel the same <br />requirement was necessary for the home construction <br />traffic. <br />Fasciana asked if a public hearing could be held prior <br />to the improvement of the road connection to the <br />industrial park. <br />The City Administrator noted that if the City has the <br />funding in place to make this connection, technically, <br />it would not be required to hold a public hearing. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-7-242 - INDICATING THAT THE CITY WILL <br />MAKE EVERY EFFORT TO HOLD A PUBLIC HEARING TO CONSIDER <br />THE POSSIBILITY OF A ROAD CONNECTION TO THE YORKTON <br />INDUSTRIAL PARK TO THE NORTH FROM THE YORKTON RIDGE <br />WEST/JACKSON HEIGHTS ADDITION <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (4) Scalze, Blesener, Hanson, LaValle. <br />Nays (0).
