MINUTES <br />CITY COUNCIL <br />AUGUST 26, 1992 <br />The City Administrator estimated a cost not to exceed <br />$2,500. <br />Aanson noted that proof-of-residence will be required <br />at the clean-up site. Volunteers will be on hand <br />checking identification. This will be communicated in <br />any publicity about the clean-up day. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 92-8-295 - AUTHORIZING THE EXPENDITURE <br />OF UP TO $2,500 FROM THE 10% CAPITAL IMPROVEMENT FUND <br />FOR PUBLICITY AND COSTS ASSOCIATED WITH OCTOBER 10TH <br />CLEAN-UP DAY <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) 5calze, LaValle, Hanson, Blesener, Collova. <br />Nays (0). Resolution declared adopted. <br />MN RELEAF Scalze reported preparation is underway for the City's <br />GRANT grant application for the MN Releaf Grant Program, <br />PROGRAM which is being proposed as the funding source for a <br />City Tree Planting Master Plan. This is a matching <br />grant program, and the maximum grant possible is <br />$25,000, and the City's application will be for <br />$24,250.50. <br />The City Administrator indicated that should the City <br />receive grant approval, it will have to decide where <br />the matching funds will come from. The Administrator <br />reviewed a proposal prepared by the Park Consultant <br />which proposes a City cash contribution of $6,163.74. <br />Other funding sources will come from in-kind services, <br />donations and volunteer labor. <br />The Administrator reviewed the details of the proposed <br />tree planting master plan. The plan proposes tree <br />planting along County Road C as well as along Little <br />Canada Road. Plantings are also proposed along the <br />east edge of Pioneer Park, and along the proposed <br />trails in the Westwind Park area. The plan also <br />includes a planting program for the City's business and <br />residential areas on an advance-order basis. Under <br />this portion of the program, tree planting will be <br />encouraged on street boulevards set back so as not to <br />interfere with utilities. Grant funds would be used to <br />write-down the cost of the plantings to the property <br />owner. The grant program proposes an Arbor Day <br />celebration that would include a coordinated planting <br />program held on a particular day. The City would <br />provide technical assistance in the form of education <br />of proper planting methods, distribution of trees, etc. <br />Page 17 <br />
