MINUTES <br />CITY COUNCIL <br />AUGUST 26~ 1992 <br />WATER TOWER Blesener reported that the City has been holding <br />PAINTING $16,119 in retainage from the water tower painting <br />CONTRACT contract. There are damages and inspection fees to be <br />applied against that retainage, and the City <br />Administrator has negotiated a settlement of $10,700 <br />with the Rainbow Company. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 92-8-298 - APPROVING A SETTLEMENT OF <br />$10~700 AGAINST THE RETAINAGE HELD FOR WATER TOWER <br />PAINTING DONE BY RAINBOW COMPANY, AND AUTHORIZING THE <br />MAYOR AND CITY ADMINISTRATOR TO EXECUTE THE RELEASE <br />AGREEMENT WITH THAT COMPANY ON BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Collova. <br />Ayes (5) Blesener, Collova, Scalze, Hanson, LaValle. <br />Nays (0). Resolution declared adopted. <br />PIONEER Scalze reported that the Park Commission has <br />PARK recommended that the City call for bids for the <br />PARKING addition of 35 parking spaces in Pioneer Park on the <br />west side of the DeSoto Street parking lot. This bid <br />is to be included as an alternate to the Water Works <br />trail bid, and is to consist of two alternates. One <br />alternate is for temporary parking with installation of <br />base only, and the other alternate for permanent <br />parking addition. <br />Scalze noted that the City has not heard from the <br />neighbors on this proposal. Scalze pointed out that <br />when bids are available, they will go to the Park <br />Commission for consideration. Scalze suggested that <br />the neighbors be informed of both the Park Commission <br />and City Council meetings at which the bids will be <br />considered, so that they can attend and provide their <br />input. <br />Hanson asked if the City wanted to spend the money for <br />the addition of parking that will be used only a <br />limited amount of time each year. <br />Scalze pointed out that there has been a lot of <br />discussion about this at the Park Commission level. <br />The problem appears to be the evenings that adult <br />leagues are using the park. Scalze noted that <br />consideration also has to be given to the loss of green <br />space in the park due to the extra asphalt, and the <br />impact on an extra ballfield. Scalze felt that input <br />from the neighbors was necessary on this issue. <br />Page 19 <br />
