MINUTES <br />CITY COUNCIL <br />SEPTEMBER 23, 1992 <br />sewer line on the west side of Keller Parkway, and <br />State Health Department requirements are for a 10 foot <br />minimum separation between the two utilities. <br />Aanson noted that the portion of the Edgerton <br />improvement north of LaBore Road is Council initiated, <br />therefore, will require four affirmative votes of the <br />Council to pass. <br />The City Engineer reviewed the cost estimates <br />associated with the improvement, pointing out that <br />total cost is estimated at $485,127. The Engineer also <br />described the differences in the two areas of Edgerton <br />north and south of LaBore Road, and this effect on <br />assessments. The Engineer also pointed out that water <br />main is proposed at an 8-foot trunk main, and he is <br />recommending that the City pick up the oversizing costs <br />for an 8 inch versus 6 inch main. Assessment cost on a <br />per lot basis is estimated at $3,813.45. <br />Hanson pointed out the NSP property abutting Edgerton. <br />The City Engineer reported that he is recommending that <br />water main be assessed on a per lot basis. Since there <br />would be no service to NSP property, there would be no <br />assessment to that property. <br />Collova asked why the water main assessment rate is <br />higher for this improvement than the previous one <br />discussed. <br />The City Engineer reported that the difference is the <br />added restoration costs. The Vanderbie/Allen project <br />includes street replacement, which is calculated <br />separately from the water main project. The Edgerton <br />project involves street restoration as part of the <br />water main project. <br />Collova asked about Farm Avenue which shows up on the <br />Engineer's site plan. <br />Scalze thought that the City had vacated Farm Avenue. <br />The City Administrator reported that staff will check <br />on this. <br />The City Engineer pointed out that the City's share of <br />the project costs is estimated at $172,424. This <br />includes the cost for oversizing the main to 8 inches <br />and subsidizing lots where water main would serve only <br />one side of the street. <br />The City Administrator reported that assessments must <br />Page 16 <br />
