MINUTES <br />CITY COUNCIL <br />SEPTEMBER 23, 1992 <br />be based on a benefits received situation, and in the <br />case where there are only lots that oan be assessed on <br />one side of the street, to assess the full cost of the <br />improvement would exceed benefits received. <br />The Engineer reported that he considered that <br />restoration costs could be eliminated by delaying the <br />water main project until the County reconstructs <br />Edgerton Street. However, the County has no plans in <br />the near or long term for reconstruction of Edgerton. <br />The Engineer did not believe the City could wait 10 or <br />15 years to loop the watermain in this area. <br />Hanson agreed that the improvement should be looked at <br />for the area, however, expressed concern about the <br />number of senior citizens in the area who would qualify <br />for a senior citizen deferment, as well as the number <br />of property owners who have replaced their wells. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 92-9-330 - ACCEPTING THE FEASIBILITY <br />REPORT FOR EDGERTON WATER MAIN IMPROVEMENT AS PRESENTED <br />BY THE CITY ENGINEER AND CALLING FOR AN IMPROVEMENT <br />HEARING ON THIS PROPOSAL FOR TUESDAY, OCTOBER 13, 1992 <br />AT 8:30 P.M. <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Blesener, LaValle, Hanson, Collova, Scalze. <br />Nays (0). Resolution declared adopted. <br />The City Attorney explained the City's ordinance <br />regarding deferral of assessments and noted that the <br />property owners must be 65 years of age or retired by <br />disability, the property must be homesteaded and there <br />must be a hardship present in making assessment <br />payments. The average annual payment for the <br />assessment must exceed 1% of the property owner's <br />adjusted gross income as determined by tax return in <br />the previous year. <br />Scalze was concerned about the amount of the <br />assessment, and suggested that the Engineer have some <br />alternates prepared for presentation at the improvement <br />hearing. <br />The City Administrator reported that the only alternate <br />would be looping the watermain to the west on County <br />Road D, however, this alternate did not make sense <br />given the limited number of lots that would be served. <br />The Administrator felt that ultimately this improvement <br />should go in as well, however, felt the timing would be <br />dictated as the County Road D/Centerville Road area <br />develops. <br />Page 17 <br />
