MINUTES <br />CITY COUNCIL <br />SEPTEMBER 23, 1992 <br />the Breckenridge Project. Ippel reported that the <br />proposal involves the refinancing of bonds previously <br />issued in 1984 at a lower interest rate. These bonds <br />are the sole responsibility of Breckenridge Associates <br />and are in no way an obliqation of the City, County or <br />State. <br />Blesener asked if the costs incurred by the City in <br />this matter would be borne by the developer. <br />Ippel replied that this was correct. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 92-9-332 - AUTHORIZING THE ISSUANCE OF <br />COMMERCIAL DEVELOPMENT REVENUE REFUNDING BONDS TO <br />REFINANCE A PROJECT UNDER MINNESOTA STATUTES, CHAPTER <br />469 (BRECKENRIDGE ASSOCIATES PROJECT) <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Blesener, LaValle, Collova, Hanson, Scalze. <br />Nays (0). Resolution declared adopted. <br />RECESS At this point in the meeting, 9:44 P.M., Council took a <br />short recess. The meeting was reconvened at 9:50 P.M. <br />STATEWIDE The City Planner reported that the State is requiring <br />SHORELAND the update of shoreland management rules by cities by <br />MANAGEMENT September of 1994. The Planner reported that the DNR <br />RULES has matching grant funds available to assist cities in <br /> updating these rules, and all grant applications must <br /> be submitted by the end of September. There is a <br /> $5,000 cap on grants funds. The City Planner estimated <br /> the cost of updating the City's shoreland management <br /> rules at $3,000. <br /> Mr. LaValle introduced the following resolution and <br /> moved its adoption: <br /> RESOLUTION NO. 92-9-333 - AUTHORIZING THE CITY PLANNER <br /> TO SUBMIT A SHORELAND GRANT APPLICATION TO TAE <br /> COMMISSIONER OF NATURAL RESOURCES FOR ASSISTANCE IN <br /> UPDATING THE CITY'S STATEWIDE SAORELAND MANAGEMENT <br /> RULES <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) LaValle, Blesener, Collova, Hanson, Scalze. <br />Nays (0).
