MINUTES <br />CITY COUNCIL <br />OCTOBER 13, 1992 <br />recession, and that the City tries to hold back on <br />expenses where it can, such as cutting back on Canadian <br />Days. Kleis pointed out that the cost of this project <br />is significant to the property owners. Kleis was also <br />concerned about water quality, feeling that the well <br />water in the area was excellent. Kleis pointed out he <br />has not heard anyone present this evening voicing <br />strong support for the improvement. Kleis asked what <br />was the real agenda. Kleis pointed out the cross-over <br />proposed to Keller Parkway as a potential means to <br />serve that area as well as the project being a second <br />loop for the northeast quadrant. <br />Diana Dunn, 3014 Edgerton, reported that ten years ago <br />she was opposed to the water main improvement, and she <br />still opposed it. Dunn doubted that the City was <br />really conoerned about the interests of the property <br />owners on Edgerton, but wanted to use the improvement <br />as a means to provide a second loop to the northeast <br />quadrant. Dunn felt the second loop was not the <br />concern of the property owners on Edgerton, but rather <br />the concern of the City. Dunn reported that a year ago <br />she had a new well put in at a cost of $3,800, and had <br />her old well capped. Dunn reported that she is <br />unemployed, and does not need this expense. Dunn also <br />reported that her cost of £ire insurance each year was <br />minimal. Dunn reported that they have copper pipe in <br />the trench with their sanitary sewer connection. Dunn <br />reported that if the improvement does go ahead, she was <br />not interested in incurring any additional expenses, <br />and asked if this copper pipe would be good. Dunn was <br />also concerned about the effect of this improvement on <br />the drain tile system in the area. <br />The City Engineer reported that any drain tile that is <br />disturbed would be reconnected. The Engineer reported <br />that he would look at the copper piping mentioned by <br />some of the property owners and advise them whether or <br />not it was an acceptable connection. <br />Erickson asked if the Council would be voting on this <br />improvement. <br />Scalze replied that they would, but first want to know <br />the feelings of the property owners in this matter. <br />Erickson reported that he wants City water. Erickson <br />felt the quality of well water in the area was poor, <br />and having a well made either the sale or refinancing <br />of properties difficult. Erickson reported that he <br />supports the water main project, and is not happy with <br />well water. <br />Page 14 <br />
