MINUTES <br />CITY COUNCIL <br />OCTOBER 28, 1992 <br />PIONEER It was noted that the Park and Recreation Commission is <br />PARK recommending that the Pioneer Park parking lot on the <br />PARKING Desoto Street side be expanded to the west with 35 <br />LOT additional parking spaces. Bids were taken for this <br />EXPANSION improvement, and the low bid was received from Buck <br />Blacktop in the amount of $19,487. <br />Hanson reported that he has looked at the area with the <br />Public Works Superintendent, and has some concerns with <br />the proposed location of the expansion. Hanson asked <br />if consideration was given to expanding the DeSoto <br />Street parking lot to the north. Hanson asked if the <br />parking lot expansion was justified at this time, and <br />stated that he would like to take another look at the <br />matter. Hanson noted that to expand the DeSoto parkinq <br />lot to the west would result in ripping up new sod and <br />relocating the existing path. <br />Scalze stated that the Commission did consider <br />expanding the DeSoto parking lot to the north, but felt <br />this was not acceptable since the lot would extend into <br />the passive open area of the park. There are plans for <br />a future picnic shelter and volleyball courts in this <br />area, and expansion in this location would have more of <br />an impact on the neighbors across the street. <br />Aanson reported that a property owner alonq DeSoto <br />asked why the parking lot was not expanded to the <br />north, which would be directly across from her home. <br />This property owner had no objection to it. <br />Scalze also pointed out that the Commission is <br />anticipating a greater need for parking on the DeSoto <br />Street side as the passive side of the park begins to <br />develop. <br />Blesener stated that he had some concerns about whether <br />the west side of the DeSoto Street parking lot was the <br />right spot for the expansion. <br />LaValle questioned the need for the expansion. <br />Scalze suggested that perhaps the Park Consultant <br />should give the Council a presentation on the various <br />expansion options that the Park and Recreation <br />Commission considered. Scalze also felt that the Park <br />and Recreation Commission should give the Council an <br />indication about how parking will work at Pioneer Park <br />next summer. Scalze reported that she has indicated to <br />the Commission that the Council is not interested in <br />allowing parking on Desoto Street next summer. <br />Blesener questioned the location feeling that the <br />Page 5 <br />
