MINUTES <br />CITY COUNCIL <br />NOVEMBER 18~ 1992 <br />salaries. The Administrator noted that some employees <br />will hit the top of their salary scales in the next <br />year or two, and there may be no further increases for <br />those employees. The Administrator reported that this <br />will happen to a lot of people, and noted that the <br />State of Minnesota has already frozen many salaries, <br />and there is discussion about extending these freezes <br />to the municipal level. The Administrator reported <br />that the proposed freeze on the Building Official's <br />salary is no reflection on Palacio as a person, and <br />that he has a lot of respect for what Palacio does in <br />his position. However, economic conditions have caused <br />us to look at the situation in a different light. <br />Scalze pointed out that the Council looks at a lot of <br />things in considering salary increases, and not just <br />the Stanton Report. Scalze pointed out that salaries <br />are also compared with similar positions in cities of <br />similar size, for example. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 92-11-411 - APPROVING SALARY INCREASES <br />AND SALARY SCALES AS OUTLINED ON PAGES 6 AND 7 OF THE <br />ADDITIONS TO THE AGENDA AND AS RECOMMENDED BY THE CITY <br />ADMINISTRATOR <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) LaValle, Blesener, Hanson, Collova, Scalze. <br />Nays (0). The Director reported that the City has two <br />outdoor rinks which are always adult supervised during <br />advertised open hours. The City has received many <br />positive comments from parents that feel comfortable in <br />leavinq their children at the rinks since there is <br />adult supervision. The City has in the past <br />experimented with having younger individuals <br />supervising, however, have found a decline in the level <br />of service that has otherwise been provided. <br />Page 13 <br />
