MINUTES <br />CITY COUNCIL <br />NOVEMBER 18, 1992 <br />The Director noted the results of a survey done of five <br />cities regarding the type of supervision at their <br />outdoor rinks and the salaries being paid. With the <br />exception of the City of St. Paul who has full time <br />personnel, Little Canada is paying a higher wage for <br />rink attendants and while St. Paul ise paying more for <br />rink maintenance personnel. Most other cities are <br />doing rink maintenance with full-time personnel at <br />higher salaries. <br />The Director pointed out that other cities are paying <br />less for rink supervision and are hiring high-school <br />age individuals. The Director felt that paying for <br />adult supervisors would cost slightly more, but felt <br />the benefits were worth the additional expenditure. <br />The Director also pointed out that during the hours <br />that the rink attendant is on duty, the attendant also <br />helps in preparation and actual flooding of rinks, as <br />well as routine maintenance of equipment, minor repairs <br />to hockey rink boards, etc. <br />LaValle asked how many rink attendants were on duty at <br />one time. <br />The Director replied that there is one attendance on <br />duty at all times the warming house is open. The <br />Director also reported that a flooding operation <br />usually requires three people, therefore, two rink <br />maintenance personnel are usually assisted by the rink <br />attendant. <br />LaValle asked the age of the attendants. <br />The Director replied that they are a minimum of <br />college-age. <br />Hanson asked if the attendants are trained in first <br />aid. <br />The Director replied that this has not been a <br />requirement, but noted that he is putting together a <br />CPR course and will encourage these individuals to take <br />the course. It was noted that there is a telephone at <br />each site for emergency use. <br />Aanson asked about a limitation on the amount of time <br />worked by these individuals. <br />The Director replied that their time is limited by the <br />amount of hours the warming houses are open. The <br />Director also noted that rinks are typically flooded <br />three times per week. <br />Page 14 <br />
