MINUTES <br />CITY COUNCIL <br />NOVEMBER 18, 1992 <br />Scalze pointed out that the survey shows the maximum <br />salaries being paid by other cities for rink attendants <br />is in the $5.50 per hour range. Scalze stated that in <br />view of the salary freezes some full-time City <br />employees are being asked to take, that the salary <br />scale for the rink personnel should be brought in line <br />with the salaries paid temporary public works <br />employees. Top salaries for those individuals is $6 <br />per hour. <br />The Director pointed out that typically younger-aged <br />individuals are performing the temporary public works <br />jobs, and this age group has not provided the level of <br />supervision at the hockey rinks that the City has <br />determined to be acceptable. The Director also pointed <br />out the other duties the rink attendants perform when <br />on the job. <br />Collova agreed that the supervision at the Little <br />Canada rinks is superior to that of Roseville's, for <br />example. <br />Scalze felt that the salary scale for the rink <br />attendant position should be brought into line with the <br />scale for temporary public works positions as a <br />fairness issue. <br />The Director pointed out that temporary public works <br />employees are not being asked to work only 8 to lo <br />hours per week. Most of the temporary public works <br />employees are putting in 40 hours per week, therefore, <br />the job is more attractive. The Director reported that <br />he has advertised the rink attendant and maintenance <br />positions, and has had very limited responses. The <br />Director also agreed that Little Canada has provided a <br />higher level of service than neighboring cities have in <br />this area. The Director pointed out that he is not <br />requesting that the scale for these positions be <br />increased, but rather maintained at their current <br />level. <br />Scalze moved that a cap of $6.00 per hour be placed on <br />salaries for rink attendance based on the information <br />contained in the survey of similar positions in five <br />other cities, and based on the salary scale in effect <br />for season Public Works employees. That motion died <br />for lack of a second. <br />LaValle asked how many rink attendants the City hires. <br />The Director estimated that he hires 8 to 10 each <br />season. He has 5 or 6 returning for 1993, and needs to <br />hire an additional 2 or 3. The Director reported that <br />Page 15 <br />
