MINUTES <br />CITY COUNCIL <br />NOVEMBER 18, 1992 <br />Scalze did not recommend a user fee for usage of the <br />facility through a City-sponsored program. Scalze felt <br />the fees charged for registration for a City program <br />would cover maintenance costs. <br />Morelan reported that the lower level of the old fire <br />station is being used by a senior citizen exercise <br />group and for practice by a senior citizen line dancing <br />group. The line dancing group actually meets somewhere <br />else, but wish to use the lower level of the old fire <br />station for some additional practice sessions. Morelan <br />reported that he informed this group that he may have <br />to charge a fee for use of the old fire station, and <br />this has been met with negative reaction from members <br />of the group. <br />Scalze suggested that Morelan continue working on the <br />issue of ensuring that maintenance fees for use of City <br />facilities are covered in registration fees. Scalze <br />stated that her concern was with community room usage <br />by private non-City groups. Scalze pointed out that a <br />survey was done of what surrounding cities do. Other <br />cities take into account the number of people that will <br />be using a facility as well as the type of use in <br />determining the fee that will be charged for the <br />facility. Scalze suggested that any private group <br />usinq City facilities should pay a fee. Scalze felt <br />that a committee should continue to work on that issue. <br />Scalze felt private groups should pay for use of City <br />facilities, and the community at large be aware that <br />these facilities are available for use. Scalze felt <br />that a fee of $50 should be charged for use of City <br />facilities, and a policy formulated for the use of <br />these facilities. <br />Collova pointed out that the City is faced with <br />bringing the lower level of the old fire station up to <br />Code. Collova asked Scalze's feeling with the fire <br />fighters continued use of the lower level of the old <br />fire station. <br />Scalze viewed this use as a private one and felt a$50 <br />fee should be charged. <br />Morelan stated that speaking on behalf of the Fire <br />Department, the City has granted them the task of <br />caretaker of the lower level of the old fire station, <br />which includes scheduling duties. <br />Scalze stated that the last action taken by the Council <br />on this issue was to take another look at it, however, <br />she did not believe anyone wanted to tackle the issue. <br />Page 19 <br />
