MINUTES <br />CITY COUNCIL <br />NOVEMBER 18, 1992 <br />establish a policy in direct conflict with what the <br />Fire Department is doinq. Collova felt the insurance <br />issue needed to be addressed, and felt establishing a <br />new policy was premature at this point. <br />The City Attorney pointed out that now the original <br />motion as introduced by Council Member Scalze is before <br />the Council. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-11-418 - IMPLEMENTING A POLICY OF <br />CHARGING $50.00 PER USE OF THE LOWER LEVEL OF THE OLD <br />FIRE STATION AND $25.00 PER USE OF THE CITY CENTER FOR <br />NON-CITY GROUPS CURRENTLY USING THESE FACILITIES <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (2) Scalze, LaValle. <br />Nays (3) Collova, Blesener, Hanson. Resolution denied. <br />Hanson commented that a committee will be formed to <br />study this issue. <br />CDBG The City Administrator reported that an architect has <br />done a walk-through inspection of the old fire station <br />and has identified 19 issues that need to be addressed <br />in order to bring the building into conformance with <br />ADA requirements. Estimated cost of these improvements <br />is $55,830. The Administrator noted, however, that the <br />inspection was a walk-through, therefore, the repair <br />estimate could change dramatically. <br />Scalze reported that she had a conversation with Judy <br />Karon or Ramsey County, who informed her that <br />improvements made in order to meet ADA requirements are <br />being considered for funding through CDBG funds. <br />The Administrator reported that the grant is not a <br />required matching grant, but would, most likely, be <br />viewed more favorably if applications are submitted on <br />that basis. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-11-419 - DIRECTING CITY STAFF TO <br />PREPARE A COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION <br />FOR FUNDING FOR IMPROVEMENTS TO THE OLD FIRE STATION TO <br />BRING THE BUILDING INTO CONFORMANCE WITH ADA <br />REQUIREMENTS <br />Page 21 <br />
