MINUTES CITY COUNCIL NOVEMBER 18, 1992 establish a policy in direct conflict with what the Fire Department is doinq. Collova felt the insurance issue needed to be addressed, and felt establishing a new policy was premature at this point. The City Attorney pointed out that now the original motion as introduced by Council Member Scalze is before the Council. Mrs. Scalze introduced the following resolution and moved its adoption: RESOLUTION NO. 92-11-418 - IMPLEMENTING A POLICY OF CHARGING $50.00 PER USE OF THE LOWER LEVEL OF THE OLD FIRE STATION AND $25.00 PER USE OF THE CITY CENTER FOR NON-CITY GROUPS CURRENTLY USING THESE FACILITIES The foregoing resolution was duly seconded by LaValle. Ayes (2) Scalze, LaValle. Nays (3) Collova, Blesener, Hanson. Resolution denied. Hanson commented that a committee will be formed to study this issue. CDBG The City Administrator reported that an architect has done a walk-through inspection of the old fire station and has identified 19 issues that need to be addressed in order to bring the building into conformance with ADA requirements. Estimated cost of these improvements is $55,830. The Administrator noted, however, that the inspection was a walk-through, therefore, the repair estimate could change dramatically. Scalze reported that she had a conversation with Judy Karon or Ramsey County, who informed her that improvements made in order to meet ADA requirements are being considered for funding through CDBG funds. The Administrator reported that the grant is not a required matching grant, but would, most likely, be viewed more favorably if applications are submitted on that basis. Mrs. Scalze introduced the following resolution and moved its adoption: RESOLUTION NO. 92-11-419 - DIRECTING CITY STAFF TO PREPARE A COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION FOR FUNDING FOR IMPROVEMENTS TO THE OLD FIRE STATION TO BRING THE BUILDING INTO CONFORMANCE WITH ADA REQUIREMENTS Page 21
