MINUTES <br />CITY COUNCIL <br />NOVEMBER 18, 1992 <br />Blesener indicated that if the City purchases the <br />Malsam property, there will then be a second property <br />owner in line for the same consideration. In time the <br />City would end up with all three properties. Blesener <br />stated that he was not sure where the money would come <br />from. <br />The City Administrator reported that the City has some <br />excess increment from Kandice Heights Phase I that <br />would support the purchase of one parcel. However, <br />Phase III is needed to proceed before there would be <br />enough excess increment to purchase the other parcels <br />as well. The Administrator reported that the dollars <br />are not there to treat all the property owners <br />consistently and fairly. <br />Crawford reported that he only represents Malsam, and <br />he does realize all of the implications. Crawford <br />felt, however, that the Malsam situation was somewhat <br />unique and does warrant at least an attempt by the City <br />to figure out a way to help Malsam. Crawford pointed <br />out that Malsam did not put himself in this situation <br />other than to go along with the City's plan to do the <br />right development for the area. <br />Hanson pointed out that the City has done what it could <br />to try to remedy the situation for Malsam and the other <br />property owners in the area, but the City cannot rescue <br />Malsam and not the others. <br />The City Administrator pointed out that the economic <br />times have created the problem today. The <br />Administrator reported that he has talked to Metro East <br />Development and they are not optimistic about the <br />situation. The City could try to aggressively market <br />the property, but this might not be time well spent <br />qiven the economic conditions today. <br />Crawford asked if the City would consider a request by <br />Malsam for relief from the PUD in order to try to get <br />the property marketable. <br />Blesener suggested that perhaps the City Planner should <br />take a second look at the situation to see if something <br />could be done to make the properties in the area <br />saleable on a single-lot basis. Blesener suggested <br />that perhaps a B-2 or B-3 zoning would be beneficial to <br />both the City and property owners giving them the <br />option of developing their properties individually. <br />The issue with the PUD zoning is the development of <br />large parcels. <br />Page 6 <br />
