MINUTES <br />CITY COUNCIL <br />NOVEMBER 18~ 1992 <br />The City Engineer reported that in the design phase of <br />the project, an analysis will be made of the most <br />economical way to proceed with the project. <br />A property owner asked if the water main will be <br />located on the east or west side of Edgerton. <br />The City Engineer explained that in the southern <br />portion of the project it is likely that the water main <br />will be located on the east side of Edgerton. At <br />approximately 2718 Edgerton, the water main will cross <br />under the road and go up the west side of Edgerton. <br />Hanson asked if consideration had been given to <br />properties that might be dividable. <br />The City Engineer reported that he has looked at the <br />issue on a preliminary basis, and that issue would be <br />further analyzed before the assessment hearing. On a <br />preliminary basis four lots have been identified as <br />dividable. <br />Blesener pointed out the split in the number of <br />property owners preferring that the cost of the <br />improvement be assessed on a per lot versus lineal foot <br />basis. Based on that, Blesener suggested that when the <br />cost of the improvement is assessed, approximately half <br />be assessed on a lineal front foot basis, and the other <br />half on a per lot basis. <br />Hanson noted that the cost figures being discussed <br />tonight are simply estimates. Final costs will not be <br />known until the project is completed. <br />A property owner asked when the project might begin. <br />The City Engineer replied that should the Council order <br />the project, it is hoped to combine it with other <br />projects to achieve an economy of scale. Plans and <br />specs would be prepared, the project would be put out <br />for bid in late winter or early spring, and <br />construction would occur during the summer of 1993. <br />A property owner asked if the price included a water <br />connection to homes. <br />Page 2 <br />
