The Administrator <br />pointed out that the report presented this evening is <br />only the initial feasibility report, and the actual <br />project would be designed if the improvement is <br />ordered. <br />Blesener asked how many lots would be assessed for this <br />project. <br />The City Engineer pointed out that there are 12 lots <br />involved, one of which is the City's park property. <br />Scalze noted the letter from one property owner, Mr. <br />Nagle, who indicated that he would not be in favor of <br />the project at a cost of $75 per front foot. Nagle has <br />requested that the Council table action on this matter <br />to give the property owners time to consider the cost. <br />The City Administrator stated that the City does not <br />like to do these kinds of projects because of the <br />financial impact on property owners, however, the <br />street is in need of repair. <br />Dousi expressed concern about the cost of the project. <br />The Administrator pointed out that the Council will be <br />looking at the City's assessment policy which could <br />have an effect on the cost to property owners. The <br />Administrator stated that the street is in serious need <br />of repair. At this time, the City is trying to achieve <br />an economy of scale by combining the project with <br />others planned for 1993. Interest rates are currently <br />low. The Administrator indicated that where <br />assessments are concerned, the City will have to prove <br />an equal benefit received. Therefore, property values <br />should increase by the amount of the assessment for the <br />project. <br />Ball asked the timing of the project. <br />Page 16 <br />
