MINUTES <br />CITY COUNCIL <br />DECEMBER 15, 1992 <br />The Administrator replied that if the project is <br />ordered, plans and specs would be prepared over the <br />winter, the project bid in March, and construction <br />would occur during the summer. The cost of the project <br />would be assessed in the Fall of 1993, with assessments <br />showing up on property tax statements beginning in <br />1994. The Administrator anticipated a ten year <br />assessment at approximately 7 1/2% interest. <br />Dousi requested that action on the matter be tabled <br />until another meeting in order to give the property <br />owners time to think about the cost. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-12-461 - CONTINUING THE LAKE STREET <br />IMPROVEMENT HEARING UNTIL THE JANUARY 13, 1993 COUNCIL <br />MEETING <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (4) Blesener, LaValle, Hanson, Scalze. <br />Nays (0). Resolution declared adopted. <br />Trudy Schroeder and Ray Buchholz expressed concern <br />about the development of Nadeau Park, and indicated <br />that the property owners in the area were not notified <br />about this development. <br />Scalze reported that the Park Commission held at least <br />two hearings on this development. Scalze noted that <br />after the first hearing a number of years ago and input <br />received from the neighbors, the intent was to develop <br />the park as a passive park with a children's playground <br />area. <br />Schroeder reported that she is having problems with <br />children cutting across the corner of her property to <br />the park, as well as with children throwing rocks at <br />her house. <br />Scalze suggested a small corner fence at the Schroeder <br />property to solve the trespassing problem. <br />Buchholz felt that the playground structure should have <br />been placed in the center of the park property, rather <br />than closer to the Schroeder home. <br />Scalze suggested that Schroeder address her concerns <br />with City staff and the Park Commission. <br />It was emphasized to those present that no other <br />notices would be sent out for the continued hearinq. <br />It will automatically be on the agenda for January <br />13th. <br />Page 17 <br />
