MINUTES <br />CITY COUNCIL <br />DECEMBER 15, 1992 <br />IMPROVEMENT Hanson opened the public hearing to consider the <br />HEARING improvement of Nadeau Road between Condit Street and <br />NADEAU RD. Country Drive by storm sewer, concrete curb and gutter, <br />and street reconstruction. <br />The City Engineer described the project proposed <br />reporting that a 28 foot wide urban street section is <br />proposed. This is a substandard width, however, will <br />be feasible given the limited amount of residential <br />traffic on the street. Storm sewer is proposed to be <br />extended. Estimated cost of the street improvement is <br />$36,812, with storm sewer costs at $12,613 for a total <br />project cost of $49,425. As part of the development <br />agreements that the City has with the Kandice Aeights I <br />and II projects, it is estimated that $30,811 in street <br />costs would be assessed against the Kandice Heights I <br />and II properties. The City would pay 100% of storm <br />sewer costs. <br />The City Administrator reported that the Kandice <br />Heights II agreement stated that 50% of project costs <br />would be borne by the City and the other 50% by the <br />Kandice Heights properties. Therefore, it is estimated <br />that $24,713 would be assessed. The development <br />agreement addressed the Nadeau Road improvement in this <br />manner since the City realized that the Nadeau Road <br />project would benefit the Kandice I and II projects <br />from an amenities standpoint since these projects are <br />not allowed access to Nadeau Road. <br />Wes Johnson, property manager for the Kandice Heights <br />projects, indicated that their concern is the benefit <br />that the projects have from Nadeau Road given they have <br />no access. He requested that in assessing the project <br />costs, the City spread the cost over the longest period <br />possible and at the most favorable interest rate <br />possible. <br />Scalze noted that the participation of the Kandice <br />Heights I and II projects in the cost of improving <br />Nadeau Road was part of the TIF package that the City <br />entered into with the developers. <br />The City Administrator anticipated an assessment term <br />of 10 years. <br />There was no one else from the general public present <br />wishing to comment on this matter. <br />Upon motion by Blesener, seconded by LaValle, the <br />public hearing was closed. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />Page 18 <br />
