MINUTES <br />CITY COUNCIL <br />DECEMBER 15, 1992 <br />usable, and Mogren reported that he is in the process <br />of bringing the materials to other sites or jobs. <br />Scalze pointed out that the Community Pride Committee <br />has been addressing this area and have concerns about <br />the stockpile. The Committee would like to see Ryan <br />Industrial Park cleaned up, and they are concerned <br />about the use of a property for stockpiling of fill <br />without any building plans being presented. Scalze <br />stated that she did not support approval of the <br />application, and did not believe the situation was in <br />the best interests of the City. <br />Hanson noted that Mogren submitted a letter to the City <br />indicating that he would be willing to remove the <br />stockpile by the Fall of 1993 or Summer of 1994. The <br />Planning Commission has recommended a June, 1993 <br />deadline for removal of the stockpile. <br />Mogren reported that weather conditions as well as road <br />restrictions will limit his ability to remove the <br />materials. Mogren did not believe it would be possible <br />to meet a June, 1993 deadline. <br />Hanson suggested that the Council stick with the <br />recommendation of the Planning Commission and see what <br />kind of progress can be made in removing the materials. <br />Blesener agreed feeling that otherwise the City will <br />end up with the same situation as the other stockpile <br />at the opposite end of the park. <br />Scalze reported that the property owners in Ryan <br />Industrial Park do not want to see stockpiles at both <br />ends of the park. Scalze asked how the removal of this <br />stockpile would impact a road improvement project in <br />the park. <br />The City Administrator replied that the hauling of this <br />material should not take a route through the park. If <br />that is true, there would be no impact to a road <br />improvement project. <br />LaValle suggested that rather than impose the June 1st <br />deadline given the limited amount of time to haul due <br />to weather and road restrictions, that the deadline be <br />extended to July lst. LaValle felt that otherwise, Mr. <br />Mogren will be back before the Council asking for an <br />extension. <br />Mogren reported that he will haul during the winter <br />whenever the weather permits, but noted that it will be <br />very costly to do so. <br />Scalze asked Public Works whether June 1st was a <br />realistic deadline. <br />Page 6 <br />
