MINUTES <br />CITY COUNCIL <br />FEBRUARY 10, 1993 <br />LaValle asked if the Fire Department membership <br />approved gambling salary packages. <br />Boss replied that they did. <br />Mike Fahey appeared before the Council and reported <br />that he would like to respond to some of the comments <br />made by Fred Clasen at the last workshop meeting. The <br />first comments Fahey quoted was that no one can get a <br />part-time job making $16 to $100 per hour. Fahey <br />replied that there is no one at the bingo hall that <br />makes $16 to 5100 per hour, and that can be verified in <br />the records submitted to both the State and City. <br />Fahey submitted a chart showing the wages paid to the <br />various Fire Department gambling positions. The Fire <br />Department's gambling manager made approximately <br />$20,000 in 1992 for both the bingo operation and the <br />Hoggsbreath~pull-tab operation. This is the salary <br />paid to an individual operating a business with $1.6 <br />million in qross sales. The gambling manager works <br />approximately 30 hours per week on the average. Fahey <br />pointed out that the manager of floor operations is <br />paid $50 per session, there being two evening sessions <br />totalling approximately 7 hours of work. Therefore, <br />that salary amounts to between $13 and $14 per hour. <br />Fahey pointed out that checkers are paid $24 per <br />session, or $48 per evening (two sessions each evening) <br />working approximately 6 hours per evening for $8 per <br />hour, floor clerks making $16 per session, or $32 per <br />evening, working approximately 6 hours per evening for <br />a little over $5 per hour. Aqain, Fahey pointed out <br />that no one makes $16 to $100 per hour working at the <br />bingo hall. <br />Fahey then submitted a spreadsheet showing salaries <br />paid to members of the "famous families" that Clasen <br />referred to at the last meeting showing the salaries <br />paid from 1989 through 1992. The 1992 salary for Dick <br />Boss was $20,000, for JoAnn Boss was $2,900, for Mike <br />Fahey was $0, for Linda Fahey was $3,890, for Steve <br />Morelan was $0, for Debbie Morelan was $906, for Bob <br />Johnson was $2,101, and for Linda Johnson was $1,522. <br />Fahey reported that none of these individuals holds <br />executive positions in any other charity operating at <br />the bingo hall except for Linda Johnson who is CEO of <br />St. Joseph's Society for Charity. Therefore, Fahey <br />indicated that to suggest that the members of these <br />families are running the charities at the executive <br />level is completely false. <br />Fahey referred to another comment by Clasen that the <br />gambling operations were top heavy in payroll, and that <br />Fahey did not want the City to dig into the figures <br />Page 6 <br />
