MINUTES <br />CITY COUNCIL <br />FEBRUARY 24, 1993 <br />LaValle pointed out that the park is not being used to <br />its potential because there is no passive development. <br />Scalze stated that she was not convinced of the need <br />for additional parking as yet, and suggested that more <br />passive development should occur first, such as <br />development of a picnic shelter. <br />Wehrle pointed out that there is a great deal of <br />development of the west end of the park, and suggested <br />that further development of the east end cannot take <br />place since there is a need for additional parking <br />based on current programming. Wehrle stated that he <br />felt there was a parking problem based on 1992 <br />programming. Wehrle stated that he would like to see <br />the additional parking phased in view of decisions that <br />need to be made on further development of the park, the <br />status of the development of the property to the north, <br />etc. <br />Pedersen asked if current parking was inhibiting <br />programming of the park. <br />The Director stated that it was as far as Wednesday's <br />and Thursday's are concerned. The fields are only <br />being used to half capacity on Wednesday's, and lack of <br />adequate parking is the reason for not expanding the <br />Wednesday programming. <br />Scalze asked who was using the Kellogg and Capitol View <br />fields. <br />The Director replied that youth teams were using the <br />fields on the nights they are available to the City. <br />Scalze indicated that it was her understanding that the <br />City has first priority for use of these fields. <br />The Director thought this was the letter of the <br />agreement, but that it might not be prudent to the <br />City's working relationship with the School District to <br />push for that. <br />Scalze pointed out that 18% of the players of adult <br />teams are Little Canada residents, and felt it did not <br />make sense to building a parking lot because the City <br />did not want to tell Roseville that it wants to use the <br />Kellogg and Capitol View fields that Little Canada was <br />promised. <br />The Director was not sure that the adult teams would <br />stay in Little Canada if they were required to use the <br />Kellogg and Capitol View compiexes.
