MINUTES <br />CITY COUNCIL <br />FEBRUARY 24, 1993 <br />Scalze suggested that the fields could be proqrammed <br />differently, pointing out that there are other <br />facilities in the City where the adults can play. <br />Scalze pointed out that since 1985 the discussion has <br />been about a youth park, and the parking problems are <br />occuring on the evenings that adults are programmed on <br />the fields. Scalze pointed out that it is not uncommon <br />in other cities for ball teams to be programmed at <br />difference parks each week. Scalze also indicated that <br />everyone is scrambling for parking, and this is what <br />happens when an auto-oriented use such as adult <br />softball is programmed at a park. Scalze pointed out <br />that the Council has committed to not allow on-street <br />parking on DeSoto Street in the upcoming ball season. <br />Morelan felt that there was a need for additional <br />parking at Pioneer Park not only for the current <br />programming but for additional youth activities. <br />Scalze pointed out that the parking problem is occuring <br />when adult teams are programmed on the fields. <br />Jim Olson felt that there will be a larger demand for <br />parking on youth nights if the fields are turned over <br />one time during the evening because there are more <br />spectators coming to youth games. Olson stated that <br />the youth programming on Monday and Tuesday nights last <br />year was minimal. Wednesday and Thursday evenings were <br />busier because the fields were turning over once during <br />the evening those nights with adult teams. Friday <br />nights there was no parking problem because the adults <br />were playing double-headers. <br />LaValle asked how the fields would be scheduled for <br />this year. <br />The Park and Recreation Director replied that the <br />fields are not scheduled yet because the teams are not <br />yet organized. The way the fields are scheduled will <br />depend on how the parking situation is addressed. The <br />Director pointed out that last year youth teams were <br />scheduled two of the four nights available, that is <br />Monday and Tuesday evenings. Adults were scheduled on <br />Wednesday and Thursdays. Wednesdays only two fields <br />are utilized. Adults are scheduled on Friday evenings <br />and there are no youth games on Fridays. <br />Morelan indicated that he is convinced of the need for <br />additional parking at Pioneer Park. Morelan felt the <br />only alternative to additional parking is to reduce the <br />programming of the facility. Morelan did not feel that <br />alternative made sense for a park with the potential of <br />Pioneer Park. <br />Page 9 <br />
