MINUTES
CITY COUNCIL
FEBRUARY 24, 1993
Scalze suggested that the fields could be proqrammed
differently, pointing out that there are other
facilities in the City where the adults can play.
Scalze pointed out that since 1985 the discussion has
been about a youth park, and the parking problems are
occuring on the evenings that adults are programmed on
the fields. Scalze pointed out that it is not uncommon
in other cities for ball teams to be programmed at
difference parks each week. Scalze also indicated that
everyone is scrambling for parking, and this is what
happens when an auto-oriented use such as adult
softball is programmed at a park. Scalze pointed out
that the Council has committed to not allow on-street
parking on DeSoto Street in the upcoming ball season.
Morelan felt that there was a need for additional
parking at Pioneer Park not only for the current
programming but for additional youth activities.
Scalze pointed out that the parking problem is occuring
when adult teams are programmed on the fields.
Jim Olson felt that there will be a larger demand for
parking on youth nights if the fields are turned over
one time during the evening because there are more
spectators coming to youth games. Olson stated that
the youth programming on Monday and Tuesday nights last
year was minimal. Wednesday and Thursday evenings were
busier because the fields were turning over once during
the evening those nights with adult teams. Friday
nights there was no parking problem because the adults
were playing double-headers.
LaValle asked how the fields would be scheduled for
this year.
The Park and Recreation Director replied that the
fields are not scheduled yet because the teams are not
yet organized. The way the fields are scheduled will
depend on how the parking situation is addressed. The
Director pointed out that last year youth teams were
scheduled two of the four nights available, that is
Monday and Tuesday evenings. Adults were scheduled on
Wednesday and Thursdays. Wednesdays only two fields
are utilized. Adults are scheduled on Friday evenings
and there are no youth games on Fridays.
Morelan indicated that he is convinced of the need for
additional parking at Pioneer Park. Morelan felt the
only alternative to additional parking is to reduce the
programming of the facility. Morelan did not feel that
alternative made sense for a park with the potential of
Pioneer Park.
Page 9
