MINUTES <br />CITY COUNCIL <br />FEBRUARY 24, 1993 <br />indicated that Roseville uses those facilities for its <br />informal church leagues, which is not the same caliber <br />league as the regular adult teams. <br />Scalze felt that scheduling adult teams at Kellogg or <br />Capital View was an option that has not been explored. <br />The Director pointed out that when the park was first <br />developed there was discussion about the need for <br />expanded parking with the possibility of sharing <br />parking with a development that might occur on the <br />property to the north. The Director felt that without <br />the added parking, the use of the park would be <br />restricted. The Director felt there was the need for <br />additional parking. The Director anticipated that the <br />City would have 37 youth ball teams during 1993. It <br />was also pointed out that Pioneer Park was built since <br />ballfields was shown to be one of the biggest needs <br />that the City had. The Director felt that restricting <br />the use of Pioneer Park was a big mistake. <br />5calze noted that Pioneer Park was built as a <br />youth-oriented park, and reported that she has received <br />complaints from parents of children who are not playing <br />ball at Pioneer Park. <br />The Director pointed out that Pioneer Park is <br />programmed for 50% youth usage and 50% adult usage. <br />The Director felt that adequate parking should be added <br />to allow for use of the Park to the extent that it was <br />originally designed. <br />Morelan asked the amount of revenue that adult teams <br />are bringing in. <br />The Director replied that the fee is $250 per team and <br />there are 26 adult teams. However, that fee covers <br />only use of the facility and does not include <br />scheduling officials, etc. Most other cities charge <br />$500 with the director running the league. <br />Pedersen felt that the Park should be used to its <br />maximum and if additional parking is needed to do this, <br />than the parking should be built. <br />Sanders pointed out that the Park Commission is <br />proposing parking expansion on the DeSoto Street side <br />of the park as well as the Centerville Road side. It <br />was the Commission's hope that the property to the <br />north would develop so a shared parking arrangement <br />could be worked out and some of the parking expansion <br />could be eliminated. Sanders pointed out that under <br />the City's park dedication ordinance, it could require <br />Page 11 <br />
