MINUTES <br />CITY COUNCIL <br />FEBRUARY 24, 1993 <br />10% of the land for park usage when that property to <br />the north develops. Sanders pointed out that the <br />proposal is for 33 additional spaces at this time, <br />although an additional 100 spaces will be needed when <br />the park is fully developed. <br />Scalze stated that in developing the park bit by bit, <br />it appears that the City has gotten away from where it <br />started, that is, a family park with picnic shelter, <br />pleasure skating, volleyball, etc. Scalze suggested <br />that perhaps the type of building that was built in the <br />park should have been different since this seems to be <br />the cause of directing the park away from the family <br />park that was first intended. It seems that the <br />indication is that Pioneer Park is a tournament park <br />and that the City should start runninq tournaments. <br />Scalze pointed out that the discussion initially was <br />that the City does not want this to be a tournament <br />park. Scalze felt that if the Park is geared toward <br />softball, that will be the only use of the Park. <br />Wehrle stated that he understood the concerns with <br />programming, but pointed out that if youth games were <br />scheduled back-to-back there would be the need for <br />additional parking. Wehrle indicated that no matter <br />what is programmed at the Park, to program the Park <br />fully will require additional parking. <br />Scalze stated that she would support 30 additional <br />parking spaces on the east side of the park conditioned <br />on the lessening of adult softball, the increased <br />programming of youth teams, and that the next <br />development at the Park be a picnic shelter. <br />Wehrle stated that he would like to see the Park <br />programmed and used to its fullest extent, and pointed <br />out that the ballfields are there and should be <br />utilized. <br />LaValle indicated that the ballfields are not the most <br />important thing up at the park at least to him and a <br />lot of families. LaValle stated that the City has not <br />touched on what the Park can do for the community, and <br />again stated the need for additional passive <br />development before additional parking. <br />Morelan felt that the four ballfields were the most <br />important part of the complex and the reason that it <br />was built. Morelan pointed out that the number of <br />youth teams are growing, and the idea was to get more <br />adult teams at this park to open up other fields for <br />youth usage.
