MINUTES <br />CITY COUNCIL <br />FEBRUARY 24, 1993 <br />play. <br />Scalze pointed out that the kids want to play at <br />Pioneer Park. <br />Morelan pointed out that the City has limited resources <br />and they must be programmed in their most efficient <br />manner. Morelan pointed out that adult teams are <br />generating $6,000 in revenue, therefore, the City <br />should put in the parking facilities that are needed to <br />support that revenue. <br />Scalze felt putting a dollar value on the issue takes <br />away from it, and pointed out that the taxpayers of the <br />City are supporting the parks and would pay for <br />additional parking as well. <br />Pedersen pointed out Olson's earlier comments that <br />youth teams will qenerate more traffic than adult <br />teams. Pedersen pointed out that the ballfield <br />facilities are there, the City should utilize these <br />facilities, and if limited parking is hindering the <br />use, parking should be added. <br />Olson agreed that Pioneer Park is a multiple-use park <br />with a lot of usage of other facilities in the Park <br />than just the ballfields. Olson saw this usage as <br />increasing each year as people discover the area. <br />LaValle felt that $63,000 was a lot of money for <br />additional parking and indicated that he would like to <br />see additional passive improvements made first. <br />LaValle felt that adult teams could be rotated to other <br />facilities to address the parking problem. LaValle <br />felt that additional development of the Park should be <br />prioritized. <br />Scalze felt that the Council was deadlocked on the <br />issue and felt the matter should be tabled until the <br />full Council was present. <br />The Director felt it was a good idea to prioritize the <br />development of Pioneer Park, but felt that the <br />additional parking is needed now for the ballfields <br />that already exist. The Director also pointed out that <br />the two picnic shelters that exist in Spooner Park are <br />getting limited usage. <br />Wehrle pointed out that parking lot expansion was not a <br />priority development for Pioneer Park in the near <br />future. The matter has come up in response to parking <br />problems that occurred last year as a result of <br />programming the fields. <br />Page 13 <br />
