MINUTES <br />CITY COUNCIL <br />FEBRUARY 24, 1993 <br />Morelan asked the City Planner what the required number <br />of parking spaces would be for a facility like Pioneer <br />Park. <br />The City Planner replied that based on the existing <br />development 212 parking spaces would be required, and <br />239 spaces required at full development of the Park. <br />There are currently 125 parking spaces at Pioneer Park. <br />Morelan pointed out that the City has developed a piece <br />of property in a way that it would not let anyone else <br />develop. <br />The Director pointed out that he needs some resolution <br />of the parking issue so that he can give adult teams <br />that wish to play in the park an answer. <br />Scalze pointed out that with only four of the Council <br />Members present this evening the votes are not there to <br />act on the issue one way or the other. Scalze <br />suggested that the Director look at scheduling adult <br />teams at the Kellogg and Capital View facilities. <br />Scalze suggested that the matter of Pioneer Park <br />parking be scheduled for the March 10th Council meeting <br />when there is a full Council present. <br />RECES5 At this point in the meeting, 9:08 P.M., Council took a <br />short recess. The meeting was reconvened at 9:18 P.M. <br />REVIEW OF Bob Matson, North Suburban Youth Association, appeared <br />PREMISE before the Council regarding the annual premise permit <br />PERMIT for North Suburban Youth Association. <br />NSYA <br />LaValle noted that from the reports submitted to the <br />Council it appears that NSYA is out of compliance with <br />State expense requirements. LaValle pointed out that <br />NSYA's license renewal comes up with the State on <br />February 28, 1994, and NSYA will have to be in <br />compliance at that time. <br />Bob Matson reported that for the first time NSYA is out <br />of compliance by approximately $24,000. Matson <br />reported that the organization is confident that it can <br />meet compliance requirements by the time of their <br />license renewal and have already made adjustments in <br />compensation areas to help address the problem. <br />Additional cost-cutting measures are being looked at to <br />turn the situation around. <br />LaValle asked whether the City had any funding requests <br />in for consideration by NSYA. <br />Page 14 <br />
