MINUTES <br />CITY COUNCIL <br />FEBRUARY 24, 1993 <br />market would open April 17th and would close June 2oth. <br />The additional time period covered in the permit would <br />allow for the opening and closing of the flower market. <br />LaValle asked if any thought had been given to a <br />permanent operation. <br />Linder replied that that would be a possibility <br />depending upon the success of the flower mart. <br />Morelan asked if handicapped parking would be required <br />by code. <br />The Planner replied that the Code requirements for <br />handicapped parking don't require that the parking is <br />distributed in any certain way. <br />Morelan pointed out that the flower mart is proposed as <br />a detached facility from the shopping center, <br />therefore, the handicapped spaces for the center are <br />located too far away and across traffic flows to be <br />useful for the flower mart. Morelan suggested a <br />requirement of some handicapped parking for the flower <br />mart. <br />LaValle pointed out ADA requirements, and suggested <br />that one or two handicapped parking spaces be <br />desiqnated next to the mart. LaValle suggested the use <br />of handicapped parking signs mounted on a pole. <br />Linder replied that he had no difficulty designating <br />handicapped parking, and stated that he would like to <br />see the entire parking lot filled with customers. <br />However, experience tells him there will be plenty of <br />available parking. <br />The Administrator asked if there was any concern on the <br />part of the Council that in the future another vendor <br />might operate the flower mart under the conditional use <br />permit that is approved at Linder's request. <br />Scalze suggested that the Council review any future <br />operations. <br />The Planner stated that it was his understanding that <br />as long as the conditions required of Linder's are met, <br />the operators of the flower mart can change without <br />further review or action by the City Council. <br />LaValle stated that he would be concerned about getting <br />an operator of lesser quality than Linder's. <br />Page 4 <br />
