MINUTES <br />CITY COUNCIL <br />FEBRUARY 24, 1993 <br />Sanders reviewed the park development fund status and <br />pointed out that there is an unoommitted balance of <br />$14,198. Sanders stated that he wants to review the <br />status of this fund balance more closely, however, <br />since he believes there are some grant monies not being <br />shown. <br />Scalze asked where additional money would come from to <br />cover the cost of a parking lot expansion. <br />Sanders anticipated that the additional money would <br />come from the 10% capital improvement funds. <br />The City Administrator pointed out that the general <br />capital improvement fund, closed bond fund, MSA fund <br />may be potential sources of monies, in addition to a <br />possible general fund surplus in 1992. <br />Scalze pointed out that the Council has heard a lot of <br />testimony from a lot of people on the issue of <br />expanding parking in Pioneer Park, including neighbors <br />on both the Centerville Road and DeSoto 5treet sides. <br />Scalze pointed out that there are already 92 parking <br />spaces on Centerville Road, and pointed out the <br />increased cost of adding parking on Centerville Road <br />versus DeSoto Street. <br />Morelan asked why there was such a large cost <br />difference. <br />Sanders replied that the additional cost is due to a <br />second access for the parking lot as well as existing <br />drainage conditions along Centerville Road. <br />Morelan asked if a second access was necessary. <br />Sanders did not believe it was a requirement, but <br />pointed out that the Park Commission feels it is <br />desirable to provide a second access. There are <br />currently problems with people missing the first access <br />having to turn around in private driveways to get back <br />to the access. Also the number of parking spaces that <br />would be included in the parking lot would warrant a <br />second access for circulation reasons. <br />The Planner agreed that from a circulation standpoint <br />the size of the parking lot would warrant a second <br />access. <br />Morelan asked the cost of the second access. <br />Sanders replied that he has not priced the access <br />separately, but would estimate it at $5,000. <br />Page 7 <br />
