MINUTES
CITY COUNCIL
MARCH 3, 1993
prior to the City's sitting down with the Fire
Department. The Administrator reported that the City
has had an architect look at the building and determine
what it would take to bring the building up to ADA
requirements so that it could be used by the public.
The intent has not been to side-track the Fire
Department.
Scalze pointed out that the County has indicated that
there may be block grant money available to bring the
building up to ADA requirements. The City has made
application for a grant.
Boss pointed out that the Fire Department has control
of the old fire station until 1999, therefore, felt
that the Department deserved to be dealt with on the
issue of the building's use.
Scalze indicated that there has never been any attempt
to cut the Fire Department out of the matter.
Boss felt that the membership of the committee would
complicate the matter. Boss indicated that it was his
understanding that the City Council and Fire Department
were to get back together and discuss the matter.
The Administrator reported that the past committee
meetings that have been held include discussion of the
implications of the City using the building for the
public because of access and other issues related to
the ADA requirements. The Administrator reported that
Johanna Meath has indicated that the 55+ Club does not
want to use the space due to a lack of amenities. The
Administrator reported that the committee and City
Council felt that the City needed to determine what it
would cost to make the building more usable from an ADA
standpoint.
Scalze pointed out that if the City has the public
using this building, it must make it accessable.
Scalze indicated that from her standpoint the City owns
the buildinq, there is a cost to the taxpayer in
maintaining the building, and there should be some rent
collected for the use of the space.
Boss pointed out that the service that the building
provides to taxpayers is a return on the taxpayers
investment in maintaining the building.
The Administrator reported that the Mayor feels that
the new committee that is being formed should look at
issues such as when the building is rented, are there
alcohol liability issues the City must address, what is
Page 7
