MINUTES <br />CITY COUNCIL <br />MARCH 10, 1993 <br />on a tiered rate structure for winter versus summer <br />usage, or any other recommendations the Council might <br />have. The Administrator pointed out that a tiered <br />structure would give incentives to consumers to <br />conserve water during the summer months. <br />Morelan suggested that an increase be passed on for the <br />first quarter of 1993. In the meantime, City staff oan <br />address and research the matter further and the Council <br />can have revisit the issue at a later date. <br />Scalze asked if there was adequate time to communicate <br />the rate increase to residents. The Administrator <br />suggested that an article could be included the <br />upcoming City newsletter. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 93-3-63 - INCREASING CITY WATER RATES <br />FOR TAE FIRST QUARTER OF 1993 BY 8.25%, WITH THE <br />COUNCIL TO ADDRESS THIS MATTER IN MORE DETAIL WITHIN <br />THE NEXT FEW WEEKS <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (5) Morelan, Pedersen, Scalze, Hanson, LaValle. <br />Nays (0). Resolution declared adopted. <br />PSONEER Soalze pointed out that there has been lengthy <br />PARK discussion of the issue of the need for additional <br />PARKING parking at Pioneer Park, and that there are definite <br />opinions on both sides of the issue. <br />Morelan asked if the estimate for the parking addition <br />on the DeSoto Street side was a definite bid price or <br />just an estimate. Morelan was informed that the price <br />for the addition of spaces to the west side of the <br />DeSoto Street parking lot was a definite bid price. <br />Scalze reported that based on the lenqthy discussion on <br />this issue she was prepared to make a motion denying <br />the construction of additional parking in Pioneer Park <br />based on the following reasons: <br />1. Scheduling realignment will minimize the expense of <br />of parking space construction; <br />2. Parking space costs divert funding from passive <br />area facilities; <br />3. There is no guarantee that charitable gambling <br />funding will continue to support future <br />development; <br />Page 16 <br />
