MINUTES <br />CITY COUNCIL <br />MARCH 10, 1993 <br />felt the City also needed to maximize weekend evening <br />usage of the park, pointing out the adult kittenball <br />league that has existed in the City. Scalze stated <br />that she has heard commented that this is the type of <br />usage the City should be looking at. Scalze felt there <br />were uses of Pioneer Park that have not been explored <br />as yet. <br />Hanson pointed out that the proposals for additional <br />parking on both the Centerville Road and DeSoto Street <br />sides of the park are merely band-aids on the parking <br />problem depending on the ultimate usage of the park. <br />Hanson stated that he was looking at additional parking <br />on the south end of the park as being the least <br />objectionable to the surrounding residents, xanson <br />asked if parking at Spooner Park aould be used as <br />overflow for Pioneer Park. Hanson commented that with <br />the development of the new neighborhood on DeSoto, he <br />was concerned about the impact of additional parking on <br />that neighborhood. Hanson stated that he did not want <br />to see Pioneer Park turn into a Village Inn commercial <br />complex. Hanson stated that he would like to see other <br />passive areas of the park developed. <br />Scalze suggested that at this point other options be <br />tried and that the City look at refocusing the use of <br />the park. Scalze referred to a motion made by the <br />Council in 1989 which stated that usage of the park on <br />an equal basis and that tournaments would be limited to <br />LCRA tournaments and Canadian Days tournaments. Scalze <br />felt that in fairness to the neighbors of the Park, <br />tournament usage should be limited to those groups. <br />Morelan indicated that he was convinced that additional <br />parking was needed at the Park. Morelan pointed out <br />the testimony received from the Park Director that the <br />parking problems would grow in 1993 if programming of <br />the park is expanded as the City intended. Morelan <br />also pointed out the recommendation of the Park and <br />Recreation Commission in support of the additional <br />parking. Morelan stated that he was not in favor of <br />spending $44,000 on additional parking, but would <br />support additional parking on the DeSoto Street side of <br />the park. Further development of the passive uses of <br />the park would be nice some day, but Morelan pointed <br />out that there are 18 acres of passive park just a <br />block away at Spooner Park that is not fully used. <br />Morelan did not feel it was necessary to duplicate the <br />passive uses in 5pooner Park at Pioneer Park. <br />Scalze felt that at this point the City should get on <br />with the 1993 season and reassess the situation at the <br />end of that season. <br />Page 18 <br />
