The Park and Recreation Master Plan addresses areas <br />other than Pioneer Park, and to prioritize <br />additional parking there may not be fair to other <br />needs; <br />5. Planned development of passive uses should be <br />completed rather than reacting only to needs of <br />active and spectator sports activities. <br />LaValle asked if it were Scalze's intent to deny <br />additional parking for 1993 or forever. <br />Scalze indicated that her intent would be to deny <br />additional parking at this time. Scalze stated that <br />her reasoning is that the City does not know what will <br />happen if other options are tried. Soalze stated that <br />she would be glad to say that she was wrong, and would <br />be willing to relook at the issue in 1994. <br />LaValle pointed out that the City does not have the <br />funding for a$44,000 parking lot addition in the <br />budget at this time. LaValle reported that he received <br />a phone call from a citizen this evening regarding an <br />article in the newspaper which contained some erroneous <br />information. LaValle indicated that Pioneer Park was <br />designed primarily to be a family park. LaValle <br />suggested that perhaps the Park Commission should <br />respond to the article and correct the erroneous <br />statements that it contained. <br />LaValle indicated that he would like the Park and <br />Recreation Director to put together a report detailing <br />when the parking problems occurred, if any other fields <br />had been scheduled during that same time, and a <br />scheduling proposal to address the problem in 1993. <br />LaValle stated that he has not yet seen how the Pioneer <br />Park facility was scheduled, or if there are ways to <br />address the parking problem through scheduling. <br />LaValle stated that he would like to table the matter <br />for two weeks pending a report from the Recreation <br />Director. <br />LaValle pointed out that neither the property owners <br />along Centerville Road nor Desoto Street want the <br />additional parking on their side of the park. LaValle <br />indicated that if additional parking is needed, the <br />City must justify that need. <br />Scalze pointed out that at one of the first hearings on <br />the park plan in April of 1989, the City reiterated the <br />family use of Pioneer Park as well as youth and adult <br />usage.
