MINUTES <br />CITY COUNCIL <br />MARCH 10, 1993 <br />The Administrator suggested that the City may know the <br />cost of the project as a change-order by the April 14th <br />meeting or at least would have a better estimate. <br />Sprain pointed out the possibility of contamination of <br />wells due to the Williams Pipeline and stressed the <br />need for a water main project along Viking Drive. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 93-3-54 - CONTINUING THE VIKING DRIVE <br />WATER MAIN IMPROVEMENT HEARING UNTIL TAE APRIL 14, 1993 <br />REGULAR CITY COUNCIL MEETING <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (5) LaValle, Morelan, Scalze, Aanson, Pedersen. <br />Nays (0). Resolution declared adopted. <br />Gustafson asked if the City would have investigated the <br />various options discussed tonight by the April 14th <br />meeting. <br />The City Engineer replied that he would prefer to see a <br />standard City improvement, should the project proceed. <br />Therefore, would not recommend the extension of <br />individual water services from County Road B-2 between <br />property lines. <br />Rector asked if the project would be ordered if the <br />majority of the property owners were in favor of it. <br />The Mayor replied that a project that is initiated by <br />petition of property owners as this one was requires a <br />3/5th's vote of the Council for approval. A project <br />initiated by Council action requires a 4/5th's vote. <br />Scalze reported that historically if over 50% of the <br />property owners have been in favor of an improvement, <br />the Council has approved the project. <br />MAYORS' Connie Bernardy, representing the Mayors' Commission <br />COMMISSION Against Drugs, appeared before the Council to present <br />AGAINST an update on the activities of this organization. <br />DRUGS Bernardy pointed out that the Cities of Little Canada, <br /> Roseville, Falcon Heights, and Lauderdale take part in <br /> this Commission. The Commission was formed in October <br /> of 1989 by the mayors of Roseville and Falcon Aeights <br /> to address the issue of drugs in the community. The <br /> Cities of Little Canada and Lauderdale were invited to <br /> join since it was felt that the Commission should cover <br /> the boundaries of 5chool District #623. The focus of <br /> the Commission has been broadened beyond just drugs to <br /> include chemical health as well. <br /> Page 7 <br />
