MINUTES
CITY COUNCIL
MARCH 10, 1993
Bernardy reported that the purpose of the Commission is
to provide education that focuses on prevention,
creating awareness, developing life skills, creating
alternatives, changing social norms and social
policies. Bernardy reported that the Commission is
working on developing a chemically healthy alcohol
ordinance proposal that will be presented to member
cities as well as a responsible beverage service
policy. The Commission worked in 1992 on creating
alternatives for youth and the teen center in Roseville
was opened to provide kids a place to go. Bernardy
reported that she is working with area businesses in
trying to bring prevention programs into the workplace.
The topics of the seminars which are available for
businesses include personal safety, gambling, keeping
kids safe.
Bernardy reported that MCAD holds monthly meetings
which are attended by community leaders who discuss the
focus as well as establish the action plan for the
Commission.
Morelan wanted to commend the Commission for its work
and felt that prevention is the right approach in these
issues.
EXEMPTION Jane Squillace, representing Stella del Nord, appeared
FROM LAWFUL before the Council requesting approval of an
GAMBLING Application For Exemption From Lawful Gambling License
LICENSE - so that this organization can hold a gold plate dinner
STELLA DEL at the Venetian Inn on May 23, 1993. Squillace
NORD reported that she represents the local chapter of the
Stella del Nord national organization whose purpose is
to record and preserve Italian immigrant history.
LaValle pointed out that the application requests the
approval to sell pull-tabs in addition to holding a
raffle. LaValle informed Squillace that there is
already an organization which holds a Class A license
at the Venetian allowing for the sale of pull-tabs.
Therefore, the City would not approve the sale of
pull-tabs by the Stella del Nord group. Stella del
Nord could contact the current license holder to see if
that group would provide pull-tab sales at the May 23rd
event.
Mr. LaValle introduced the following resolution and
moved its adoption:
RESOLUTION N0. 93-3-55 - APPROVING THE APPLICATION FOR
EXEMPTION FROM LAWFUL GAMBLING LICENSE FOR GOLD PLATE
DINNER TO BE HELD AT THE VENETIAN INN ON SUNDAY, MAY
Page 8
