Minutes <br />City Council <br />April 7, 1993 <br />been talked about as being a 32 foot street with <br />surmountable curb. He stated that this is 32 feet back to <br />back or 30 feet from "v" of gutter to "v" of gutter. <br />Pedersen asked if at the last meeting when they talked about <br />a 28 foot roadway, did they mean 28 feet back to back. <br />Lynch stated that this needs clarification. He was unsure <br />if they meant 28 feet "v" to "v" or 30 feet back to back. <br />The Administrator stated that they were figuring "v" to "v". <br />The City Administrator stated that the widths previously <br />discussed were the basis of being comfortable with a 28 foot <br />roadway. He felt that the revised information may impact <br />that decision. The Administrator stated when they talked <br />about Costa being a 28 foot road, they meant 30 feet with <br />surmountable curb. The Administrator wanted to know if the <br />Council is comfortable with those widths given the new <br />information. <br />Scalze stated that if the motions made were based on "v" to <br />"v" then they actually have another two feet of driving <br />surface. The Administrator stated that it is driving <br />surface whereby if someone had to swerve, they could go up <br />on it and go into a yard easier than over a curb, but he <br />felt that it was not considered "normal" driving surface. <br />Mayor Hanson asked if the actual paving would be 26 feet. <br />The Engineer stated that with a surmountable curb, two feet <br />are lost on each side. Hanson asked if 26 feet would be <br />considered plowed under ideal conditions or would they plow <br />over to the "v". The Engineer felt that it would be cleared <br />to the "v" portion. Pedersen stated that this is not done <br />where he lives. The Engineer stated that with a <br />surmountable curb if the plows get too close to that <br />portion, it is hard on the curb and on the blades on the <br />trucks. Therefore, they stay out a little. <br />Mayor Hanson mentioned that when the City starts re-doing <br />the older established trails, each will have to be <br />individually addressed to see what kind of right-of-way <br />there is to work with. Morelan stated that on his street <br />there is a 100 foot easement. Hanson stated that whatever <br />kind of standards are set, the City may have to utilize <br />condemnation or some other methods to acquire the necessary <br />right-of-way deemed necessary. He felt that this was an <br />important consideration down the road. Scalze felt that <br />there were not very many streets where there was not enough <br />right-of-way. <br />-2- <br />
