MINUTES <br />CITY COUNCIL <br />APRIL 14, 1993 <br />PHALEN Sherri Buss, Phalen Project Coordinator, MN Department <br />CHAIN OF of Natural Resources, appeared before the Council to <br />LAKES report on the Phalen Chain of Lakes Watershed Project. <br />PROJECT Buss reported that the Ramsey/Washington Watershed <br /> District, MN DNR, City of St. Paul, and University of <br /> Minnesota are partners in this project. The project is <br /> funded in part by the McKnight Foundation. The goal of <br /> the project is to produce a comprehensive natural <br /> resources management plan for the watershed. It is <br /> hoped that this plan will be a model for other <br /> watersheds in the Metro Area, and will demonstrate that <br /> prudent development can occur in harmony with other <br /> resource protection in urban communities. The plan <br /> will be implemented through the Watershed District and <br /> at the option of local communities and agencies. <br />Buss reported that the success of the project will <br />depend on the active involvement of the cities, <br />business community, environmental interests and <br />agencies in the Watershed. It is hoped that Little <br />Canada, as well as the other six cities involved, will <br />select a representative for the project's Steering <br />Committee, the policy group that will develop the <br />plan. It is also hoped that an appropriate staff <br />person will be appointed by the City for the Technical <br />Advisory Committee that will provide assistance to the <br />Steering Committee. <br />Buss went on to explain the project in more detail as <br />well as the project organizational structure. <br />Pedersen agreed to serve as the City's representative <br />to the Steering Committee, and Scalze agreed to serve <br />as an alternate. <br />ST. JO5EPH'S Lois Blomberg, representing St. Joseph's Society for <br />SOCIETY FOR Charity, appeared before the Council, requesting <br />CHARITY approval of a third night of bingo at the Little <br />PREMISE Canada Bingo Hall, which would bring their bingo <br />PERMIT occasions per week to 7, which is the maximum allowed <br />by the State for a Class A permit. It was noted that <br />the membership of St. Joseph's Society is in support of <br />this request. <br />LaValle pointed out the need for the gamblinq committee <br />to meet and discuss the rent issue <br />Blomberg reported that St. Joseph's Society currently <br />has a lease with Mover's Warehouse that includes <br />monthly options. Blomberg pointed out the situation <br />with the Little Canada Fire Department and Little <br />Canada Charity Plus ceasing their operations at the <br />Page 11 <br />
