MINUTES <br />CITY COUNCIL <br />APRIL 14, 1993 <br />LaValle did not believe it was in the City's nor St. <br />Joe's best interests to approve the request until after <br />the Work Shop meeting. <br />Blomberg again pointed out that not approving the <br />request would close the bingo hall three days per week, <br />which she felt would hurt the hall. <br />LaValle pointed out that Pot Of Gold was closed for 30 <br />days, and this did not hurt their business. <br />Scalze felt the request was no different than NSYA's <br />request for an additional night taking over Lake <br />Owasso's night, which is continuing on a temporary <br />basis. <br />Morelan felt that the request for an additional night <br />was a business decision on the part of St. Joe's. <br />Morelan did not believe that the City could manage St. <br />Joe's business for them, and saw no reason for not <br />approving the request. <br />The City Administrator agreed that the situation was <br />similar to NSYA. There are a number of issues that <br />need to be addressed, but approval of a temporary <br />situation will still allow the City the opportunity to <br />address those issues. <br />Pedersen asked the significance of the letter from Lake <br />owasso requesting that their premise permit be held <br />open for six months. <br />Hanson replied that Lake Owasso is concerned about the <br />City's permanently allocating to another charity the <br />night they previously had at the Little Canada Bingo <br />Hall. <br />The Administrator reported that Lake Owasso is <br />requesting that the City hold a night open for their <br />charity. The Administrator reported that the letter <br />was included in the agenda so that the Council would <br />have all the information available. <br />Morelan asked if the City needed to be involved in the <br />decision of allocating another night to St. Joe's. <br />The City Attorney reported that the premise permit <br />granted a charity talks about when and where that <br />charity will be allowed to conduct bingo. Therefore, a <br />revision to those stated terms, calls for review by the <br />City Council. <br />Morelan asked if the City could control rotation <br />schedule. <br />Page 13 <br />
