MINUTES CITY COUNCIL APRIL 14, 1993 LaValle did not believe it was in the City's nor St. Joe's best interests to approve the request until after the Work Shop meeting. Blomberg again pointed out that not approving the request would close the bingo hall three days per week, which she felt would hurt the hall. LaValle pointed out that Pot Of Gold was closed for 30 days, and this did not hurt their business. Scalze felt the request was no different than NSYA's request for an additional night taking over Lake Owasso's night, which is continuing on a temporary basis. Morelan felt that the request for an additional night was a business decision on the part of St. Joe's. Morelan did not believe that the City could manage St. Joe's business for them, and saw no reason for not approving the request. The City Administrator agreed that the situation was similar to NSYA. There are a number of issues that need to be addressed, but approval of a temporary situation will still allow the City the opportunity to address those issues. Pedersen asked the significance of the letter from Lake owasso requesting that their premise permit be held open for six months. Hanson replied that Lake Owasso is concerned about the City's permanently allocating to another charity the night they previously had at the Little Canada Bingo Hall. The Administrator reported that Lake Owasso is requesting that the City hold a night open for their charity. The Administrator reported that the letter was included in the agenda so that the Council would have all the information available. Morelan asked if the City needed to be involved in the decision of allocating another night to St. Joe's. The City Attorney reported that the premise permit granted a charity talks about when and where that charity will be allowed to conduct bingo. Therefore, a revision to those stated terms, calls for review by the City Council. Morelan asked if the City could control rotation schedule. Page 13
