MINUTES <br />CITY COUNCIL <br />APRIL 28, 1993 <br />proposal for the property. Poehls reported that he has <br />major concerns regarding the run-off of the site, and <br />asked if proper setbacks and screening from commercial <br />to residential would be required. <br />The Planner replied that screening is required by <br />ordinance for commercial parking lots. The Planner <br />pointed out that the site plan shows some evergreens <br />and grading treatment to provide screening. The <br />Ordinance required an opaque landscape screen providing <br />100% screening of either vegetation, fencing, or berm <br />with a minimum height of 3 1/2 feet to fully screen <br />headlights. There is a requirement of 5 foot setbacks, <br />and the Planner pointed out that Mr. Gerten is <br />proposing a setback of 14 to 15 feet. <br />Scalze asked if the drainage plan calls for the parking <br />lot to direct run-off into Centerville Road. <br />The Planner believed that was the plan, pointinq out <br />that the Code does not allow a property owner to drain <br />onto an adjacent property. The Planner reported that <br />the Building Inspector will review the drainage <br />proposed, and will request the assistance of the City <br />Engineer if needed. <br />The Planner pointed out that there was discussion at <br />the Planning Commission level about access to the site, <br />and the Commission recommended a right turn in/right <br />turn out access on Little Canada Road. It was felt <br />that the Little Canada Road access should be maintained <br />in addition to the Centerville Road access to keep some <br />of the traffic to and from the site away from the <br />residential property to the north. <br />Morelan asked if the right turn in/right turn out <br />access at Little Canada Road should be a condition of <br />the permit. <br />The Planner replied that the City can make it a <br />condition of the subdivision approval, noting that this <br />was required of Hardee's on Rice Street. <br />Gerten pointed out that the bulk of the traffic to his <br />site will be repeat traffic which will be aware of the <br />traffic patterns of the area. Gerten requested that <br />the City allow the County to address the issue of <br />access in their review of the site. <br />Dennis Carson reported that he contacted the County <br />following the last Planninq Commission meeting, and was <br />informed that the City can place restrictions on the <br />accesses, if it chooses to. Carson indicated that his <br />concern was for safety at the intersection. <br />Page 10 <br />
