MINUTES <br />CITY COUNCIL <br />APRIL 28, 1993 <br />RESOLUTION NO. 93-4-108 - APPROVING THE RADA FILL <br />PERMIT APPLICATION FOR 2817 EDGERTON STREET AS WELL AS <br />INSTALLATION OF CULVERT EXTENSION AS RECOMMENDED BY THE <br />CITY ENGINEER AT CITY COST <br />The foregoing resolution was duly seconded by Hanson. <br />Ayes (5) LaValle, Hanson, Scalze, Morelan, Pedersen. <br />Nays (0). Resolution declared adopted. <br />FRATTALONE Frank Frattalone reported that he would like to install <br />FILL PERMIT 4,000 to 5,000 yards of fill on property owned by his <br />father and uncle off DeSoto Street. The fill would be <br />coming from the Allen Avenue/Vanderbie Road street and <br />water main project. Frattalone reported that he is <br />agreeable to the recommendations of the City Engineer <br />pertaining to this permit. <br />Hanson asked if the property was in a flood plan or <br />watershed. <br />Frattalone reported that if the project involves less <br />than one acre of land, no permit is needed from the <br />Watershed. Frattalone also indicated that the property <br />is not located within a flood plain and has an <br />elevation of approximately 1,000 feet. <br />The City Administrator recommended that the Watershed <br />be contacted to make sure that a permit is not needed <br />from them. The Administrator pointed out that there <br />are some designated wetlands in this area. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 93-4-109 - APPROVING THE FILL PERMIT <br />REQUESTED BY FRANK FRATTALONE FOR PROPERTY ON DESOTO <br />SUBJECT TO COMPLIANCE WITH THE RECOMMENDATIONS OF THE <br />CITY ENGINEER AND SUBJECT TO APPROVAL BY THE WATERSHED <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Morelan, Scalze, LaValle, Pedersen, Hanson. <br />Nays (0). Resolution declared adopted. <br />REQUEST FOR The City Administrator reported that at the request <br />EXTENSION of the City Council and Community Pride Committee, he <br />OF RECYCLING contacted Mr. Frattalone regarding the status of his <br />OPERATION - recycling operation on Country Drive. <br />FRATTALONE <br />Mr. Frank Frattalone appeared before the Council and <br />reported that he has been in discussions with Maplewood <br />and May Township regarding the relocation of his <br />Page 16 <br />
