MINUTES <br />CITY COUNCIL <br />APRIL 28, 1993 <br />bituminous recycling operation, and to date has been <br />unsuccessful in obtaining a permit. Frattalone also <br />reported that he has been looking for other property to <br />purchase, but has been unable to find a piece of <br />property he can afford. As a result, Frattalone <br />requested a 5-year extension for the operation of his <br />bituminous recycling business. Frattalone reported <br />that his plans still include the construction of a <br />building on the site, and felt that in two years the <br />recycling operation could be pushed further back and <br />the building constructed on the front of the property. <br />Frattalone outlined the cost-saving benefits that the <br />recycling operation provides not only Little Canada, <br />but other cities, Ramsey County and the taxpayers as <br />well. <br />Frattalone reported that the recyclinq operation is a <br />good business which brings trucks and people into the <br />City who in turn use the restaurants and other <br />businesses in the City. <br />Frattalone stated that he would like to see sanitary <br />sewer brouqht to his property so that it can be <br />developed. Frattalone also pointed out that he <br />supported the upgrade of the streets in Ryan Industrial <br />Park with a better road section than what is proposed. <br />Frattalone pointed out that he must get City services <br />to his property before it can be developed. Frattalone <br />also felt that he has been a good businessman in the <br />community, and asked the Council to consider his <br />extension request. <br />Scalze agreed that Frattalone ran a good business and <br />has been a pleasant person to deal with. Scalze <br />reported that in March of 1984 when the Northwest Bank <br />was hauled into the site, she heard that Frattalone was <br />preparing the land for a building. The City granted a <br />demolition permit for the site in 1986. This was a <br />three-year permit which would extend to 1989. Scalze <br />indicated that again in 1986 the City heard that <br />Frattalone intended to construct a building on the <br />site. <br />Scalze indicated that she understood the need for <br />recycling operations, but did not see why Little Canada <br />needed to be the recycling hub of the area. Scalze <br />pointed out that the City is looking for economic <br />development, and reported that some people are not <br />happy with the appearance of the Ryan Industrial Park <br />area, specifically the recycling operation. Scalze <br />noted that the trucks going to and from the recyclinq <br />operation must drive by 8 or 9 other properties along <br />Page 17 <br />
