MINUTES <br />CITY COUNCIL <br />APRIL 28, 1993 <br />Scalze also reported that the property owners in Ryan <br />Industrial Park are begging for code enforcement. <br />Scalze reported that the City is working with <br />Groundskeeper to get that site into conformance with <br />their original site plan, as well as a lot of other <br />general code enforcement within the Park in conjunction <br />with the road improvement. Scalze asked why sewer was <br />not included as part of the road improvement project. <br />The City Administrator did not believe there was <br />concurrence from the affected property owners on a <br />sewer improvement. <br />Scalze suggested that the City take some initiative in <br />the issue of sewer, but stated that she did not want to <br />muddy the issue with the sewer improvement. <br />Frattalone pointed out that he has raised the issue of <br />sewer many times in the past, pointing out that sewer <br />would be needed for him to develop his property. <br />It was pointed out that many other properties in the <br />area are served by ceptic systems. However, Frattalone <br />reported that it is difficult to get financing on a <br />commercial building served by a ceptic system. <br />Aanson asked if the surcharging done by Frattalone has <br />helped to solidify Ryan Drive. <br />Frattalone described the surcharging and reported that <br />he believed this helped the road. Frattalone also <br />indicated that the south end of his property is not <br />completely solidified. <br />Hanson asked whether run-off from the recycling <br />stockpiles had an effect on the watershed. <br />Frattalone did not believe so and reported that there <br />is lesser oil content in recycled blacktop than new <br />blacktop. <br />Scalze stated that she would like the City Planner and <br />City Attorney to determine what action the Council took <br />regarding aggregate recycling. Scalze stated that it <br />was her recollection that an ordinance amendment was <br />passed making recycling of aggregate material an <br />illegal use. If so, then Frattalone should apply for a <br />zoning text amendment. <br />Morelan asked why Frattalone was requesting a five-year <br />extension. <br />Frattalone pointed out that the two year time period he <br />Page 20 <br />
