Frattalone again <br />pointed out the empty buildings in the City, but <br />restated his intention to build a building on the front <br />of his property pushing the recycling piles back. <br />Frattalone felt it would take some time to develop this <br />site. <br />Scalze reported that at one time Frattalone indicated <br />that Ryan Industrial Park does not have to be a bad <br />place, and that if business owners really wanted to <br />there could be buildings with brick face and metal <br />buildings that did not look like metal buildings. <br />Scalze reported that the City has made great strides in <br />enforcing the Code in Ryan Industrial Park, and there <br />are still things that can be done in the park. <br />Frattalone pointed out that businesses are currently <br />struggling in the present economy, and the City should <br />work with its existing businesses to help keep them <br />going. Frattalone suggested that if the City doesn't <br />like his current operation that the City would with him <br />to change it so it can be lived with. <br />Morelan indicated that he looks at the recycling <br />operation and the entire area and agrees that there <br />needs to be some improvements and things done <br />differently. Morelan felt that Frattalone~s corner <br />property may be the key to the entire area, with other <br />properties followinq suit should the corner develop <br />well. However, the economic times are bad, and Morelan <br />suggested that this may not be the time to develop the <br />site. Morelan did not feel the Frattalone property <br />looked bad in the scheme of the entire park and that it <br />fit in O.K. Morelan felt that the site may be the best <br />place in the City for the recycling operation. <br />Scalze pointed out that Morelan was not a property <br />owner located across the street from the recycling <br />operation. <br />Morelan stated that he would be interested in finding <br />out if there are any complaints about the property. <br />Frattalone again commented on the public hearing for <br />which property owners within 1,000 feet were notified. <br />Frattalone recalled only two property owners against <br />the recycling operation at that meeting. Frattalone <br />suggested that there were other properties in the area <br />in much worse condition. <br />Scalze agreed, and indicated that in 1985 one of the <br />conditions of approval for the bus company was that <br />their site be blacktopped in one year.
