MINUTES <br />CITY COUNCIL <br />APRIL 28, 1993 <br />indicated that she could not understand why this has <br />not been done. <br />Scalze felt that the Frattalone request should be <br />tabled for two weeks so that staff can research whether <br />or not the ordinance amendment was adopted making the <br />recycling and stockpiling of aggregate materials a <br />prohibited use. <br />Jim Olson reported that he was present as a businessman <br />from Little Canada, and wanted to comment on the need <br />for recycling plants. Olson reported that there are <br />many contractors and residents within the City who need <br />to recycle aggregate and bituminous materials. Olson <br />indicated that he supported Frattalone's request for a <br />five-year extension. <br />Scalze again pointed out if this is a good business to <br />have in the City, the Council should look at amending <br />the Code to allow it. Scalze indicated that there may <br />be similar businesses who might wish to locate within <br />Little Canada. <br />Mark Lendway, engineering technician for Ramsey County, <br />pointed out the need for recycling these materials. <br />Without recycling, Lendway indicated that these <br />materials end up dumped in swamps and landfills. <br />Lendway did not believe it made sense to make recycling <br />an illegal use, and felt that efforts should be made to <br />improve the land. Lendway pointed out that everyone <br />supports recycling, but no one wants it in their <br />backyard. <br />Bruce Kath, businessowner in the City, agreed that <br />recycling is badly needed for our future. <br />Dan Sebasta, 3165 Spruce Street, reported that he is <br />Mr. Frattalone's competitor and agreed that recycling <br />is needed. Sebasta reported that Frattalone operates a <br />good business, the facility is well maintained and dust <br />is controlled. Sebasta reported that he owns a <br />building in Ryan Industrial Park, and felt the way <br />Frattalone maintains his building does not detract from <br />the rest of the area. <br />Tom Lunzer, owner of Grumpy's, reported that he <br />supports recycling. Lunzer indicated that Frattalone <br />operates a good business, and pointed out that dust is <br />well controlled. Lunzer felt that recycling must <br />continue and Little Canada must do its share. <br />Harry Kath reported that he served on the City's <br />recycling committee a few years ago, and indicated that <br />Page 22 <br />
