MINUTES <br />CITY COUNCIL <br />APRIL 28, 1993 <br />recycling is of the utmost importance. Kath indicated <br />that he was proud to be associated with the City of <br />Little Canada, and was proud to know Frank Frattalone. <br />Joe Rosse reported that he owns a building across the <br />street from Mr. Frattalone's recycling center. Rosse <br />indiaated that recycling of materials is the thing of <br />the future. Rosse also stated that Mr. Frattalone is a <br />reputable contractor. Rosse stated that he has not <br />problem with the recyclinq yard across the street, and <br />felt that without recycling trash and debris would end <br />up on cul-de-sacs, yards, vacant property, etc. Rosse <br />stated that Mr. Frattalone runs his recycling operation <br />in the proper manner and without contaminants. <br />Mark Hanson reported that he is an employee of Mr. <br />Frattalone's and outlined the efforts he takes to <br />control dust and keep the property orderly. Aanson <br />reported that the economy is bad and that he needs his <br />job. Without the recycling operation, Hanson stated he <br />would be unemployed. <br />Hanson noted that this is a delicate situation given <br />the economics involved, jobs, and recycling. Hanson <br />suggested that having the recycling operation in a less <br />visible location may make a difference. Hanson also <br />noted the condition of the adjacent property, and <br />reported that the City is working with this property <br />owner to get that site improved. <br />Scalze again recommended that the matter be tabled <br />until the next meeting so that research can be done to <br />determine whether or not an ordinance amendment was <br />passed making the recycling of aggregate materials <br />illegal. <br />Frattalone suggested that even if it is illegal, the <br />Council could grant him another extension without <br />revising the ordinance. Frattalone stated that if the <br />City does not want the business, it would be a waste of <br />time going through the text amendment process. <br />Scalze pointed out Mr. Mogren's request a couple of <br />months ago, indicating that if the activity is allowed <br />for Frattalone, Mr. Mogren should have the same riqhts. <br />Morelan asked if the ordinance was amended to exclude <br />recycling, can the City grant Mr. Frattalone an <br />extension? <br />The City Attorney replied that it would be much more <br />difficult. The Attorney pointed out the need to <br />research the record on this matter, and the fact that <br />Page 23 <br />
